"Since Oregon is taking the
biggest load on the bridge at
Astoria, we don't wish to take
part of the load of the Long-
view bridge," said Glenn Jack
son, commission chairman.
The request came from the
Washington Highway Depart
ment, which said the bridge
will become toll-free in a few
months.
The Astoria bridge is to cost
$24 million. Oregon will pay
two-thirds of the deficit not
paid by tolls. Washington will
pay the other third. Construc
tion of the 4.1-mile long bridge
started a few weeks ago.
Earlier at Ontario, Ore., Jack
son said a new bridge is plan
ned across the Snake River
there.
It will be a four-lane bridge,
planned to carry the load that
now is putting 5,400 vehicles a
day on a two-lane bridge, Jack
son said. He added that another
new bridge, built south of On
tario, had not relived the situa
tion as much as hoped.

Venezuela Students
Source of Violence
By WILLIAM I.. RYAN
Of the Associated Press
CARACAS, Venezuela For
Juaniro, few things are as soul
satisfying as burning a street
car.
Juanito is a student. In his
high school days he already was
a veteran of street rioting. In
the university, his studies are
secondary. He majors in poli
tics, often violent, as the road
to quick success.
In Latin America students
are a highly important political
element, and as such are prime
targets for Communist subver
sion. What makes the student what
he is?
Venezuela is a capsule study
of the whole question of stu
dent unrest and violence in the
continent.
Not all Venezuelan students
are extremists, by any means,
but enough exist to make life
miserable for any government.
Venezuela is a young country.
Half its populatiton is under
20. The young men are a big
source of pressure.
The average age of the stu
dent in Central University is 24.
Some graduate younger, but
many are older. Some are pro
fessional students, remaining
such far into their 30s, sub
sidized in this career by polit
ical parties to work within stu
dent organizations. Teodoro Pet
koff, a student leader and re
puted agent of the Communist
party is 33.
University autonomy is a tra
dition and a government head
ache. There is no written law,
but only the bravest politician
would violate the tradition
which says police cannot enter
the campus unless invited by
the authorities of the university
itself.
Reds Have Refuge
Students raise cain on the
campus with impunity. Commu
nists who are sworn enemies of
the government take refuge
there. Communist Hector Mu-
jica, head of the journalism de
partment an impeccably dress
ed man who loves flashy and
luxurious automobiles-has been
holed up within university
grounds for months since he left
the Congress. He thus surren
dered his parliamentary immu
nity to prosecution on charges
of acting seditiously against the
government of President Ro-

Since students take part in all
sorts of violent politics, they
often are instrumental in the
fall of governments, such as the
Perez Jimenez dictatorship that
used to rule Venezuela. Thus
they surround themselves with
a sort of Democratic auro. But
there is always a threat of
bloody violence from the direc
tion of the university. It also is
recruiting ground for young
romantics who dream of being
guerrilla fighters in the hills.
There is, of course, much se
rious study in the university.
But for many, the law and Doli-
ties oner tne quick way to sue
cess. Many are impatient for
overnight miracles which will
make their nation catch up to
ine sianaaras ot western Eu
rope and the United States.
Status Symbol
"The Latin American stu
dent, says a man who has
studied them, "gets old, young.
i-onucs is a way of letting off
steam, like baseball, football or
panty-raids in the United States
"There is another complica
tion: An aversion to working
with the hands. It is a matter
of family pride, of status. Thus,
there is an overabundance of
students studying the law, medi
cine, journalism and such pro
fessions, and far too few study
ing engineering, getting techni
cal education.
Some of the students them-
selves are begnning to take a
close look at things as they are.
There is change in the air in
Venezuela s Central University;
the violence-minded extremists
of the far left have been de
feated in university elections,
though by narrow margins.
But the anti-Communst ele
ment is becoming less and less
inclined to bow to Red intimida
tion. There seems a growing
conviction in Caracas that anti
Communist students will carry
the day.
