WASHINGTON (Special) The Kennedy administration
Tuesday opposed immediate action on legislation to subsidize
lntercoastal shipping or change the Jones Act to aid the North
west lumber industry.
Maritime Administrator Donald W. Alexander told the Sen
ile Commerce Committee that the administration was making
"a comprehensive study of the entire lumber industry and its
problems" and meanwhile preferred that Congress withhold
action.
His statement drew a roar of disapproval from Sen. Wayne
Morse, and more subdued objections from Senators Warren G.
Magnuson. D-Wash.. and Bob Bartlett, D-Alaska.
Magnuson convened the committee to take testimony on the
bill sponsored by Sen. Maurine Ncubergcr to permit foreign
ships to haul lumber and other cargo between ports on opposite
American coasts, as well as his own bill to subsidize domestic
shippers who hauled at reduced rates to complete with
foreign ships which haul competitive Canadian green lumber.
Alexander, speaking for Commerce Secretary Luther Hodges,
promised that these bills would be considered as possible reme
dies. But his testimony suggested that the administration would
be reluctant to embrace either approach because "we are doing
research and development work which we believe will lead to
the production of automated ships which will reduce the over
all cost of shipping services."
"We fear," said Bartlett, "the lumber industry may be dead
before these studies are completed."
"Everybody opposes what we try to do," added Magnuson,
"but nobody comes up with an alternative."
Noting that the administration has been concerned about
the current Canadian financial situation, Morse declared: "I
don't intend to support the President in the liquidation of the
industry of my state for the benefit of Canada."
"Let me say to the President from this stand that the result
ol your program is doing irreparable damage to the lumber
industry," boomed the Oregon senator.
Magnuson followed by telling Alxcander, "I don't see how
anyone who represents the Pacific Northwest can not try to
amend the trade bill when it comes up in the Senate. ... we
can't study it much longer. I hope the Commerce Department
will come up with alternatives."
The hearing broke up before the committee could hear a
string of witnesses from the maritime industry.
Sen. Neuberger stressed that the 1920 Jones Act had not
succeeded in protecting the intercoastal trade because, she felt,
it had resulted in domestic ships pricing themselves out of the
market. She said there are only 22 coastal ships left. She
likened it to the old Oregon milk law which was repealed when
she was in the Oregon Legislature, with beneficial results for
the dairy industry, she observed.
She and Sen. Frank Lausche, D-Ohio, agreed that the sub
sidy approach was disagreeable, but Magnuson said in its de
fense, "it all gets down to whether you want to have intercoast
al shipping or not."
Mrs. Neuberger said she opposes an import quota on Canada
because Canada buys so much from the United States.
Rep. Thor Tollefson, R-Wash., said he felt a subsidy bill had
little chance of passage because "congressmen don't like sub
sidies of any kind." He urged his own bill, giving the com
merce secretary authority to suspend the Jones Act for certain
commodities when that industry can show injury due to high
cost American shipping.
Noting that more workers have been thrown out of work
than exist in the dwindling coastal trade, Tollefson said: "We
must balance the equities."
Rep. Julia Butler Hansen, D-Wash., said she favored any
bill that would aid the industry. Sen. Morse said much the
same thing in a brief statement. The only one he specified was
the subsidy bill "or any other bill which will effectively restore
the ability of our water shipping lumber mills to more suc
cessfully compete with Canada."
