Local newspapers can in
crease the acceptance and view
ing . of educational television
(ETV), if they are willing to
give ETV station the same treat
ment and coverage that they
normally allot to commercial
stations, according to a Univer
sity of Oregon report.
Newspapers can also encour
age other social changes by de
creasing the feeling of isolation
among those who hold views
which they believe are not wide
ly accepted.
These findings appear in Edu
cational Television Project Pre
liminary Report No. 6, just pub
lished by the university's Insti
tute for Community Studies.
The report is part of a long
range probe into the extent and
sources of resistance to ETV
being conducted by the Insti
tute under a $178,000 grant
from the U.S. Office of Educa
tion. The project began in 1959.
The author of the present re
port is Robert J. Hertz, research
associate in sociology at the uni
versity. In February and March 1960
and again in April 1961, groups
of TV viewers in the Eugene
Springfield area were inter
viewed concerning their atti
tudes toward ETV and their
ETV viewing habits. They were
chosen from among subscribers
to the TV cable service which
allows them to view the state-
owned educational station,
KOAC-TV.
During the second interview,
respondents were asked how
often and how thoroughly they
read the radio-TV page in the
Eugene Register-Guard.
In the period between the two
interviews, the number ot men
tions of KOAC-TV on this page
had increased six times and
there was three times as much
column space devoted to this
station than in a five-montn
period before the first inter
view.
The study showed that the
greatest postive influence was
exerted among those people
who both read this page often
and also received direct mail
ings sent out to encourage
KOAC-TV viewing. "Strong in
tcraction" between these two
factors in the study was noted.

ETV, but felt that members of
their families and the commu
nity at large were hostile or in
different to it.
These people, who felt that
they were deviating from the
norm, appeared to be reluctant
to demand that some of the TV
viewing time at home be de
voted to the education station
unless they felt that they had
some support from an outside
agency or authority, the report
pointed out.
"Almost half the sympathetic
deviants who were exposed to
the newspaper information con-
c e r n i n g KOAC-TV increased
their viewing of KOAC-TV pro
grams, while the sympathetic
deviants who were not exposed
to the newspaper information
. . . changed less . . ." the re
port said. "This is a rather
astounding rate of change al
most as if a dam had burst,
releasing a flood of demands for
KOAC-TV."
The report suggested that
"the person who is sympathetic
toward educational television
and feels that he has the sup
port of others is more likely to
express his preference for
KOAC-TV programs as an open
demand than the person who is
equally sympathetic but who
has no reason to believe that
his preference is shared by
others , . .
"By supplying the individual
with information by which he
can gauge the extent to which
his own values are shared by
other people outside the family
group, the newspaper and other
mass media can intensify or
alleviate his sensed isolation,
and thus inhibit or encourage
the open expression of his
values," the report continued.
By extension, the study point
ed out, "when the mass h'edia
stay within the boundaries ac
cepted by the society in which
they operate, they tend to in
hibit change, and reinforce the
prevailing values. When the
mass media go beyond those
boundaries, however, they can
encourage changes in attitudes
and behavior by legitimizing
the discussion of new alterna

"The Peace Corps In Tangan
yika" is the subject of the first
of a scries of rerun public-affairs
programs produced by
NBC news during the past sea

of 30 young volunteers through
specialized training, physical
conditioning and final prepara
tions for the beginning of a two
year assignment in Tanganyika.
