NEW YORK Balancing a
budget is a neat triek if you
can do it as many a family
man knows.
On a national scale the at
tempt has. more often than not.
frustrated presidents for decades.
And now the balancinc trick
is complicated still more by a
big debate just starting.
Is balancing the federal budg
et really the virtue it's cracked
up lo he? Should we abandon
the type of budget we've used
for decatrs in favor of one of
several other devices in vogue
in Washington?
Or maybe, should we adopt
the kind of deficit-ignoring
hookkceping they've used in
Europe with seemingly marked
success since the war?
The debate should be bitter.
It will challenge some strongly
held beliefs. President Kennedy
has termed some of these con
ceptions myths.
Which Side?
You probably will choose
sides, depending on whether
you believe a Treasury deficit
is a sin to he paid for in rising
prices later on, or that in the
present state of world and do
mestic affairs a deficit can be
an economic tool lo encourage
growth and make more jobs and
greater prosperity.
You may find yourself on the
side of those who think taxes
should he cut and government
spending, too. But you may line
up with those who see a contin
ually rising federal debt as a
small problem in an economy
that is growing still faster.
The federal budget which a
president is required to submit
in January, and which the Con
gress spends the following six
months changing nr adopting,
is called the administrative
budget. It dales back only to
1921. In that year Congress set
up the Budget Bureau and or
dained the formal, or adminis
trative budget. The object was
to keep a tighter fiscal control i
over the ordinary programs of '
government.
Social Security Example
But since then a lot of other
programs have been set up. and
they aren't included in the ad
ministrative budget.
About one-fifth of Uncle
Sam's fiscal activity isn't record
ed in the administrative budget
at all. And yet this fifth plays
a big part in -shaping the nation
al economy.
Take Social Security not in
cluded in the administrative
budget as an example. If you
are under 85 and working, what
is withheld from your paycheck
money you ran't spend and
that means some deprivation to
you. but a lot more in the total
of all deductions, in lost sales
for the merchants and purvey
ors of various services.
If you arc over 56 and draw
ing Social Security payments,
the checks mean quite a bit to
you. The total of these checks
mean a lot to all the makers of
goods and to the service indus
tries where the money comes to
rest.
The economy, therefore, is di
rectly affected by whether the
sums the government is taking
out in the form of withholding
exceeds or falls short of th
sums it is putting into the econ
omy in the form of benefit pay
ments. And yet this deficit or surplus
isn't shown in the administra
tive budget which a president
submits and Congress passes
upon. Other funds exempted
from this budget also can, and
do, affect the real fiscal deficit
or surplus.

Stock Market Losses Cut
After Recovery Movement
NEW YORK Wi The slock
market looked irregular at fie
close Tuesday following a re
covery movement which cut
losses. Gold mining shares were
higher all day.
Volume for the day was cli
mated at 2.6 million shares com
pared with 4.58 million Monday.
Losses of key stocks went
from fractions to about a point.
As investors shied away from
ordinary stocks, they bought the
gold shares, resuming a pattern
of recent sessions when general
confidence was poor, llomeslake
rose about 3 points and Camp
bell Red Lake around a point.
Dome Mines was about 2 points
higher.
General Motors, down nhout 2
points, reacted to news that a
committee of Du Pont toek
holders plans to sell up to 2 8
million shares o' GM, pursuant
to the court order that Pu Pont
must divest Itself of lis GM
stock.
Ryegrass Market Controls
Subject of Albany Hearing
An important hearing on pro
posed marketing controls for
ryegrass seed growers will be
held by the U.S. Dept. of Agri
culture next week in Albany.
The. hearing was requested by
the Oregon Ryegrass Growers
Assn. The association has pro
posed a national marketing or
der for ryegrass seed.
Such an order would limit the
amount of ryegrass seed that
handlers could lake from grow
ers. The growers hope that this
would stabilize prices, which
have heen on a downward slide
for several years.
Five Willamette Valley coun
ties Linn, Lane, Benton, Mar
ion and Polk grow most of
the ryegrass seed raised in the
United States. The seed Is used
for planting of winter cover
crops in the east and southeast
ern parts of the country, and in
lawn seed mixtures.
The hearing will be held at
f) a.m. standard, 10 a.m. day
light, Tuesday, June 26, in the
fairgrounds meeting hall In Albany.

A 16 year-old youth was listed
in fairly good condition Tuesday
morning at Sacred Heart Hos.
pilal with a broken right foot
following a motor scooter-panel
truck collision Monday.
He is Fred Lloyd Nickelson,
4462 Cascade Dr., Eugene.
Stale police reported that a
truck driven by Elwin M. Dunn,
44, of 365 Brewer Ave., Eugene,
collided with a motor scooter
driven by Nickelson at about
3:30 p.m. daylight.
Police said Dunn lold them
that he was on Elmira Boad
waiting to make a left-hand turn
onto Wane Street. After a car
passed he made the turn Into
the path of the oncoming scoot
er. Dunn said he had not seen
the scooter.
