UO Sessions
Start Monday
Two separate summer sessions will begin at the University o
Oregon Monday. Students will enroll in the regular eight-week
session, or the new 11-week full term.
The 11-veek session is planned especially for freshmen and
sophomores who wish to accelerate their programs or who are in
terested in earning additional credits. A full term load of 16 or
more credits may be taken.

elementary and high school stu
.dents will open in Eugene next
Monday.
The elementary program will
be at Ida Patterson School, 1510
Taylor St. The secondary class
es will be offered at South Eu
gene High School.
The elementary session is
open to pupils who will be in
the fifth, sixth or seventh
grade next fall. Classes will be
offered in social studies, sci.
ence and art. Evelyn Piper, di
rector of elementary education,
said the courses were designed
for enrichment, not accelera
tion. A stimulating program is
planned, Miss Piper said, and
creative work will be stressed.

Tuition is $15 for the first
three-week summer session,
which -vill run from June 18 to
July 6. A second three-week
session will be offered from
July 9 to July 27, also for $15.
Children may enroll for either
session or both.
At South Eugene courses will
be offered in biology, U. S. his
tory, modern problems, develop
mental English, chemistry, typ
ing, developmental reading,
driver education, mathematics,
algebra, French and Spanish.
Tuiton is $15 for typing, French
and Spanish, and 530 for the
other courses.

TAIPEI, (AP) Formosa has
008,000 radio sets, ahout 1 for
every 12 persons, the govern
ment reports.
During the 8-week session,
graduate, upper-division and
lower-division courses are of
fered for those who wish to earn
12 or 13 hours of credit.
Members of the University of
Oregon faculty, plus visiting fac
ulty members from throughout
the United States and abroad,
staff the summer program.
Some of the institutes are
sponsored by the National Sci
ence Foundation and partici
pants receive stipends to cover
their summer work. Regular
summer tuition is paid in other
workshops and institutes.
Several workshops will boein
later in the summer and will be
of shorted duration than the
regular sessions. Some pre-ses-sion
workshops began June 11.

Kennedy Sets
July 4 Talk
WASHINGTON W President
Kennedy will deliver a Fourth
of July address at Independence
Hall in Philadelphia, the White
House announced Wednesday.
Kennedy will speak at the fi
nal session of the National Gov
ernors Conference.
The governors will hold their
business meetings in Hershey,
Pa then shift to the birthplace
of the Declaration of Independ
ence on the national holiday.
The White House said Ken
nedy will travel to Philadelphia
that morning, and after making
his speech go directly to Camp
David in the Catoctin Mountains
of Maryland to join his family
for the remainder of the holiday.

On Control Board Law
Duncan to Ask for Opinion

Speaker Robert B. Duncan said
Wednesday he is asking Atty.
Gen. Robert Y. Thornton for
an opinion on legality of the
1961 law requiring the State
Board of Control to submit cer
tain projects to the State Emer
gency Board.
This was the latest develop
ment on what appeared to be a
show-down between the two
agencies. The control board is
part of the executive branch,
and the emergency board is
made up of legislators.
Although the law in question
requires the control board to
submit all phases of the new
women's prison 'to the emer
gency board for approval, the
control board rejected this
Tuesday and invited a court
test by the emergency board of
its powers.
Duncan, Mcdford Democrat
and a member of the emergency
board, said an opinion from
Thornton "is the proper way to
commence resolving the prob
lem which the board of control
has created."
Duncan said perhaps it would
have been better to give the
$356,700 for the new women's
prison directly to the emergency
board instead of to the board of
control, headed by Gov. Mark
Hatfield.
"This can and will be done
next time," Duncan said, "if the
technique in chapter 491 (of
1961 laws) proves unconstitu
tional and if the board of con
trol and the governor insist on
arrogating to itself more and
more power."
Duncan noted that during the
legislature, only sketches were
available to the lawmakers
when they appropriated funds
for the women's unit, for which
construction is to begin this
summer. Emergency board ap
proval was written into the wo
men's prison allocation, a sep
arate act, so solons could keep
tabs on the project via the
emergency board.
