Wags, Means Chief:
Cut in Taxes
Not Favored
WASHINGTON W The chairman of the powerful House
Ways and Means Committee says he does not support proposals
for an across the board tax cut.
The statement Tuesday by Rep. Wilbur D. Mills, D-Ark
posed an immediate threat to President Kennedy's announced
intention of seeking a tax cut from Congress early next year.
In another development, Sen. Eugene McCarthy, D-Minn.,
(aid Wednesday he is considering trying to write a general tax
cut wis year into the Kennedy administration's tax revision bill
now before the Senate Finance Committee.
Mills, who heads the committee that handles all tax legisla

the Federal Aviation Agency
lays.
Ninety-five people were killed
when the American Airlines
Boeing 707 plunged into Jamai
ca Bay on March 1, seconds
after taking off from Idlewild
Airport.
The FAA said the bolt, part
of a complex rudder mechan
ism, may have slipped out of
place when a nut securing it
fell off-for lack of the little
cotter pin.
The agency wired airlines and
other organizations that fly 707
jets Tuesday, warning them of
the potential danger spot One
such warning went to the Mili
tary Air Transport Service,
which operates the Boeing jets
used by President Kennedy and
other government leaders.
George C. Prill, director of
the FAA flight standards serv
ice, said the New York crash
"could have been the result of
an installation mistake by one
man on one aircraft."
"We do not see this as a
possible explanation for any
other 707 crash about which
we have any information," he
said. "But it would not be the
first time that an airplane
crashed because a mechanic left
a cotter pin out of a bolt.
"You cannot say this is It
we can never prove it happened
even though it could have hap
pened." Prill said the Civil Aeronau
tics Board still is investigating
the New York crash and will
make the final decision on the
probable cause.

Kennedy has proposed a tax
cut next year as a means of
stimulating the economy and re
ducing unemployment.
Mills conferred with Kennedy
at the White House shortly
after his appearance before the
House Rules Committee. White
House press secretary Pierre
Salinger said the meeting had
been arranged before Mills
made his remarks and that the
White House had no comment
on the congressman's statement.
Mills told the committee that
he favors a broad scale revision
of tax laws which the adminis
tration is expected to propose
as a companion measure with
the tax cut. But he made it
plain he won't support a meas
ure that might throw the budget
for the next fiscal year out of
balance, adding to the national
debt.
Another tax revision bill fig
ured in McCarthy's statement
to newsmen that he might try
for a tax cut this year.
The bill has two controversial
provisions a tax credit for
businessmen who invest in new
machinery and equipment and
withholding of income taxes due
on dividends and interest. Esti
mates are the investment tax
credit would cost the Treasury
$1.35 billion a year in revenues
but that the withholding meas
ure would bring in about $650
million not now being collected
McCarthy suggested it would
be possible to substitute a $1.5-
bimon corporate income tax cut
for the tax credit provision.
He said the proposal also
might include about $3 billion
in personal income tax reduc
tions, plus specific congression
al approval of the more than $1
billion in tax relief already
promised business by the Ken
nedy administration in the form
of revised depreciation sched
ules. The new schedules are ex
pected this summer.
McCarthy, like his Minnesota
colleague, assistant Democratic
leader Hubert Humphrey, said
if the economy needs a tax cut
boost then he sees no need to
wait until the 1963 session of
Congress.
The Finance Committee, of
which McCarthy is a member,
worked on the controversial re
vision bill Tuesday in a secret
session with Secretary of the
Treasury Douglas Dillon.
Auto Exhaust!
Suspected In
Lung Cancer
WASHINGTON (UPD The
Public Health Service has told
Congress that air pollution from
auto exhaust may play a role in
lung cancer and that "all prac
tical steps should be taken to
reduce the hazard while studies
continue.
Highlights of the report of a
two-year study were published
in Tuesday's Congressional Rec
ord by Rep. Paul F. Schenck, R
Ohio, who said the air pollution
problem is a complex one call
ing for continued exploration.
Dr. Luther Terry, surgeon
general of the Public Health
Service, told the congressmen
his agency was assigning a high
priority to its pollution studies.
He indicated they would take
several years.
Meantime, he said, "It is im
portant that as needed research
proceeds on the problem of pol
lution emissions from motor
vehicles, all practicable steps
be taken to minimize such pol
lution rather than waiting until
the results of needed research
are available."
Referring to research on lab
oratory animals exposed to ozo
nized gasoline and influenza in
fection, the report said, "it
would appear . , , that there is
evidence that air pollutants, re
lated to vehicular emissions,
play a role at least as a cofactor
in the production of lung can
cers under these conditions.

Lodge Won't Fight for GOP Nomination
WESTPORT, Conn. Wl John
Davis Lodge, calling for an end
to Republican factionalism in
Connecticut, has decided against
waging a primary fight for the
U.S. Senate nomination.
Lodge, former governor and
ambassador to Spain under the
Dwight D. Eisenhower adminis
tration, Tuesday night threw his
support behind Rep. Horace
Seely-Brown Jr., who received
the party's endorsement at the
state convention last week.
Seely-Brown, an eastern Con
necticut apple grower, beat
Lodge 476 to 149.
Under a state law, Lodge was
entitled to challenge the con
vention's decision in a statewide
primary because he had received
at least 10 per cent of the con
vention vote.
"Thoughtful consideration has
confirmed my decision not to
enter a primary for the Repub
lican nomination," Lodge said
Tuesday night. . . "I think it
urgent, now that the delegates
have made their decision, that
factionalism and personal hopes
be subordinated to party unity."
Lodge is a brother of Henry

Sen. Olin D. Johnston handed
young South Carolina Gov. Er
nest t. Hollings a shattering po
litical defeat Tuesday, winning
their battle for Senate nomina
tion by a landslide margin of
nearly 21.
With 1,504 of 1,604 precincts
reporting, Johnston had 183,607
votes to 95.185 for Hollings.
This gave Johnston 66 per cent
of the vote.
Johnston will face Republican
W. D. Workman Jr., Columbia
newspaper columnist, in the No
vember general elections.
Donald Russell, 55, Spartan
burg attorney and former pres
ident of the University of South
Carolina, ran away from Lt.
Gov. Burnet R. Maybank and
three others to win the Dem
ocratic nomination for governor.
The nomination is tantamount to
election since the Republicans
have no candidate in the No
vember election.
Outpulls 4 Opponents
With 1,530 of 1,604 precincts
reporting in the governor's
race, Russell had 179,088 votes
to 91,547 for Maybank. The
threo other candidates polled
23.846 votes among them.
The primary contest was the
first political test for the 65-
year-old Johnston In 12 years
Johnstons strength extended
Cabot Lodge, former U.S. am
bassador to the Unted Nations, even to Hollings' home county
of Charleston where the sen
ator piled up 13,710 votes to
9,596 for the handsome 40-year-old
governor. Hollings led in
only one of the state's 46 counties.
The campaign was a bitter
one. Hollings said a prime issue
was the right-to-work law, which
he supported. He said Johnston
had voted against federal legis
lation authorizing such state
statutes and was backed by the
AFL-CIO Committee on Politi
cal Education.
Republican Senate nominee
Workman said the voters will be
faced "with a clear cut choice.
Senator Johnston can try to de
fend the Kennedys. I will de
fend the Constitution."
Congressional Races
In congressional races, two
incumbents, 6th District Rep.
John L. McMillan and 4th Dis
trict Rep. Robert T. Ashmore
won renomination over opposi
tion. Three other incumbents, rep
resentatives L. Mendel Rivers,
1st District; William Jennings
Bryan Dorn, 3rd District; and
Robert W. Hemphill, 8th Dis
trict, were unopposed.
State Rep. Albert Watson, a
Columbia attorney, led a five
man ticket in the 2nd District.
Ho will meet former Columbia
Mayor Frank Owens in a June
28 runoff.
