Rotarians Hear Speech
Common Market
Seen as U.S. Rival
The United States must come to grips with i new economic
reality the creation of a single block of European countries
which in a few years will rival the U. S. as a world leader.
Robert L. Allen, associate professor of Economics at the Uni
versity of Oregon Tuesday made that declaration before members
of the Eugene Rotary Club.
The United States no longer can rest secure in its traditional
position as an "overwhelming economic power," said Allen.
"Whether we like it or not," we must face the fact that this

Visible Here
A recently-discovered comet
will be visible in the skies over
Eugene weather permitting
(or about the next three weeks.
Astronomer E. G. Ebbighau
sen, professor of physics at the
University of Oregon, said the
comet can be seen now, with
field glasses or a telescope, in
the western sky after sunset.
It should become increasing
ly brighter, and be visible to
the naked eye after April 3,
Ebbighausen said. By April 14,
its 500,000 mile-an-hour orbit
around the sun will be carry
ing it away, and it will grow
dimmer, he said.
The comet was discovered in
dependently by an American
named Lines and a European
named Seki about a month ago,
and hence has been named Seki
Lines, Ebbighausen said. He
said the comet will appear as a
fuzzy star and may have a
"tail" of light.
Around April 3 the comet
will be most easily visible di
rectly above the setting sun for
about a half-hour after sunset,
Ebbighausen said.

Wins Award
CANTON, Ohio (DPI) A Cen
tral Point, Ore., girl, Janis K.
Bateman, 17, was named Tues
day as a third place winner in
the Elks National Youth lead
ership contest. She will receive
a $300 bond.
Vice President Lyndon B.
Johnson and Sens. Thomas Ku
chel of California and Edmund
S. Muskie of Maine judged the
contest, which drew more than
60,000 entries from high school
ttudents. Boys and girls com
peted in separate divisions and
were judged on their leader
ship records in school and com
munity activities.
First place winners of a $1,
000 bond were Lorraine R. Fos
ter, Barrackville, W. Va., and
Norman Fretwell, Joplin, Mo.
Second place winners, getting
$500 bonds, were Judith Sim
ono, Vicksburg, Miss., and
Charles H. Dunlap, Phoenix,
Ariz. The other third place win
ner was James B. Rylander, San
Antonio, Tex.
Summit Talks Slated

be forced to erect a similar
tariff wall around all of its

"Legislation is needed replac
ing the Reciprocal Trade Agree
ment Act. and which will give
the President more power to
make across-the-board negotia
tions," he said.
The United States is facing a
crisis brought on by the forma
tion of the Common Market, and
by three other factors, he said.
These factors are: The trend of
less developed countries to im
port more than they export:
too much fluctuation of prices
and volumes of many commodi
ties, and inflexibility of inter
national payments.
Allen suggested formation of
"some sort of world bank" to
assist the less developed nations
of the world which are having
trouble keeping their imports
even with their exports. In
ternational deficit spending by
the United States must come to
an end soon, he said.
Yet American leadership still
must lead the less developed
countries away from ignorance,
poverty and disease, he said.
Five Bids Opened
For Asphalt Soreader
Edward L. Kropp Co. of Port
land submitted the apparent low
bid Wednesday on a 1,000-gal-
lon bituminous distributor to be
purchased by Lane County.
The county commissioners
opened the five bids that were
received Wednesday. The Kropp
bid was $5,458. Other bids
ranged up to a high of $6,292.
' Final decision on the pur
chase will await a detailed study
of the bids and specifications of
the equipment bid upon.

To Survey
The Eugene Jaycee commu
nity attitude survey has
reaped about 7,000 replies,
Survey Chairman Charles
Turnbow reported Wednesday
morning.
On Monday of last week the
Junior Chamber of Commerce
mailed out some 24,700 ques
tionnaires to all customers of
the Eugene Water & Electric
Board.
The cover letter asked that
all the questionnaires be filled
out and returned by this Tues
day. Turnbow said Wednes
day the Jaycees are hoping
the remaining questionnaires
will be returned quickly so
the results can be tabulated.
The Jaycees are now put
ting on IBM cards the data
contained on the question
naires that have been returned.
2 UO Men Set
Law Conference
Two faculty members of the
University of Oregon School of
Law will attend a conference of
western law schools March 30-31
in Tucson, Ariz. Attending from
the University of Oregon will be
Orlando J. Hollis. dean of the
Law School, and Robert S. Sum
mers, assistant professor of law.
Summers will be a member of
a panel which will discuss the
use of the uniform commercial
code and teaching commercial
law subjects. Oregon is one of
three western states which uses
a uniform commercial code and
other western states are now
studying its use.

Californiari Fined
In Municipal Court
James Martin O'Rourke, 39,
of San Bernadino, Calif., was
fined a total of $215 Tuesday
after pleading guilty in Eugene
Municipal Court to two charges.
He was fined $200 for driv
ing under the influence of in
toxicating liquor and $15 for
driving the wrong way on a
one-way street. O'Rourke was
arrested by Eugene police about
1:45 a.m. Tuesday at Eighth
Avenue and Charnelton Street.
