I'ire almost certain to retain
-'control of the Senate in the
U963 legislature. But it's a
'nip-and-tuck affair as to
.' which party will rule the
House.
There are strong indica-
tions, on the basis of the list
! ef filings, that the 1963 legis
lature will be experienced.
In the 60-member House, 24
.-Democrats and 21 Republi
cans are seeking re-election.'
Seven former members are
.trying for comebacks. y
' In the 30-member Senate,
there are 14 holdover mem
bers 12 Democrats and two
Republicans. Four Democrats
and six Republican senators
are seeking re-election.
Because of reapportionment,
there are three contests in
which a pair of legislators are
running for a single seat.
Sen. Walter Leth, R-Salem,
is running against Sen. Fran
cis W. Ziegler, R-Corvallis.
Rep. Kessler R. Cannon, R
Bend, opposes Rep. Ben Evick
D-Hadras. Rep. Robert F.
Smith, R-Burns, opposes Rep.
Emil A. Stunz, D-Nyssa.
The Democrats controlled
the 1961 Senate 20 to 10.
With their 12 holdover mem
bers, they are odds-on favor
ites to keep control.
In the House, the Demo
crats have a squeaky 31-29
margin. It's anybody's guess
as to which party will come
out on top in November.
. Rep. F. F. Montgomery, Eu
gene, House Republican lead
er, said the two crucial coun
ties are Lane and Clackamas.
The party that takes those
probably will control the
House, he thinks.
The legislature will lose
some of its key members.
Sens. Carl Francis, R-Day-ton,
the dean of the legisla
ture, and Loyd M. Key, D-Milton-Freewater,
are vic
tims of reapportionment.
Sen. Robert W. Straub, D
Eugene, is quitting to run for
Congress. Sen. William A.
Grenfell, D-Portland, is going
for Multnomah County com
missioner. Sen. Robert F. White, R
Salem, died soon after the
1961 session, and Sen. Monroe
Sweetland, D- Milwaukie, isn't
running for anything.
Two holdover senators are
running for higher office.
They are Sen. Thomas R. Ma
honey, D-Portland, for cir
cuit judge, and Sen. Walter J.
Pearson, D-Portland, for gov
ernor. If they lose, they'll
still be senators. -
In the House, IS members
didn't seek re-election. But 10
of them are running for
other offices.
The five who aren't running
for anything are Reps. Leon
S. Davis, R-Hillsboro; George
Layman, R-Newberg; Doug
Heider, R-Salem; Raphael R.
Raymond, R-Helix; and
George Annala, D - Hood
River.
House Speaker Robert B.
Duncan, D-Medford, and Rep
Carl Fisher, R-Eugene, are
running for Congress.
Candidates for the Senate
are Reps. Arthur P. Ireland,
. R-Forest Grove; R. L. Elf
strom, R-Salem; Tom Mona
ghan, D-Milwaukie, and Ed .
Fadeley, D-Eugene.
Reps. Mel Gordon, R-Port-land,
and Ed Benedict, D
Portland, are candidates for
Multnomah County commis
sioner. Rep. Bill Bradley, D-Gresh-am,
is running for sheriff;
and Rep. George Van Hoomis
sen, D-Portland, is going for
district attorney.
Ten persons, all members of
the House before the 1961
session, are trying for come
backs. Three of them are Demo
crats for the Senate. They are
Glen Stadler, Eugene; and
Harold B. Christopher and
Don S. Willner, both Port
land.. '
These ex-House members
are trying for the House
again John D. Mosser, Port
land; Shirley Field, Fred
Meek, J. E. Bennett and
Berkeley Lent, all of Port
land; G. Russell Morgan, Hills
boro; and Fred D. Jeannet,
Milwaukie. Lent and Jeannet
are the two Democrats in this
group.
A spirited contest, for
speaker of the House Is shap
ing up, with six men inter
ested. -
Democratic possibilities for
speaker include Reps. Clar
ence Barton, Coquille; Rich
ard Eymann, Mohawk In Lane
County; and W. H. Holm
strom, Astoria.
Republicans who have an
nounced for speaker are
Montgomery; and Reps. Win
ton Hunt, Woodburn, and
Ken Maher, Portland.
