Marion County to Seek
' Ruling for Daylight Time
SALEM IB Dist. Atty. Hattie Kremen probably will be asked
to seek an opinion from Atty. Gen. Robert Y. Thornton on whether
the Marion County court can act on daylight saving time.
County Judge Rex Hartley said Friday that the court is being
pushed for some action.
Hartley said the court wants the opinion to be available in case
it decides to act one way or the other.
Preparations also are being made for the Salem City Council to
act on fast time if the question arises.
Assistant City Atty. William Juza said Friday his office has pre
pared an ordinance for the coun
cil, should it decide to act.
Juza said the ordinance was
prepared without request of coun-
cilmen.
The council will meet next on
May 22.
Youth Convicted
SALEM (UPI) Arlie Day
Ellis, 20, Salem, Thursday was
found guilty of kidnaping a state
police officer last February. Sen
tence will be passed Monday.
Ellis is one of three persons
accused of kidnaping Patrolman
Thomas Hedgecoke the night of
Feb. 20 after Hedgecoke stopped
the trio's auto to question them.
One of Ellis' companions, Law
rence Allen Morrow, 21, Rickreall,
has pleaded guilty ' to a kidnap
charge and is awaiting sentence.
The third person in the trio,
Marjie Darlene Wood, 16, Dallas,
is awaiting trial.

Airport Plan
Abandoned
PORTLAND (UPI) Plans for
a new major airport on the
French Prairie site near Wood-
burn have been abandoned by
the Port of Portland.
The commissioners adopted a
report by Commissioner Donald
Drake, chairman of the aviation
committee, that said construction
of the second 8,000-foot runway at
Portland International Airport,
has increased the capacity of the
airport sufficiently to take care
of any needs in the foreseeable
future.
The report was forwarded to
Gov. Mark Hatfield who said he
thought the 400-acre site still
should be reserved for future air
port development.
"I still believe the future
growth of this area would be
served by planning now to ac
quire this land for airport use at
present reasonable costs, the gov
ernor said.

and chloroform kill the snakes.
In Thursday's operation Fluo-
thane, a new anaesthetic devel
oped in England, was used. The
snakes were unconscious for a
little over three minutes and re
covered with no immediately ap
parent ill effects. A boon, said
the handlers.
Ready Response
PORTLAND W) Ella Mae
Quin of Tacoma had an answer
for police when they stopped her
as a speeder Thursday and asked,
"What's your hurry?"
A bullet had lust whistled
through her car, she said, and she
was racing to the home of her
mother.
Police looked, and sure enough,
there was a shattered glass and
a bit of lead.
The shot came from an old-
modei black sedan, she said. But
she added she had no idea why.
Levy Defeated
THE DALLES UP) School dis
trict voters Thursday turned down
a proposed tax levy $514,915
above the 6 per cent limitation.
The vote was 709-425.
Last week the city voters were
even more decisive in rejecting
a five-year continuing levy of
$118,650 above the limitation. It
got a 1,420 to 321 adverse vote.

first degree murder Friday in the
fatal shooting of his mother April

Police said the youth had first
told them he shot his mother
accidentally while they were in
vestigating prowlers. Later he
told officers he pointed the gun
at her to tease her.

SALEM (UPI) Gov. Mark
Hatfield had more of his wishes
fulfilled by the Democratic leg-j
lslature than the Democrats
themselves.
Hatfield won nearly two-thirds
of the specific requests made in
his opening message in January
Democrats hardly got halfway in
Duncan Lists
Key Proposals
SALEM (UPI) House Spcak-
Robert B. Duncan restated
Thursday that while it is too soon
to appraise the 1961 legislature
in its proper perspective, the bills
that did pass were "good legisla
tion.
The fact that some programs
failed to pass was due to a "fair
ly even division of philosophy,"
he said.
He cited the fact an increase
in taxes was not necessary and
added that some property tax re
lief was afforded by more liquor
revenue to cities and some to
counties.
Duncan listed as among accom
plishments community mental
health clinics, community col
leges, milk price control legisla
tion, tighter air and stream pol
lution development, ban on some
log exports, Boardman project,
Astoria bridge, tidelands oil bills,
a labor election bill, and salary
hiko for academic and other state
employes.
Duncan also said government
reorganization failed this year be
cause of the conflict between Gov.
Mark Hatfield and Secretary of
state Howell Appling Jr.
He said there is "no question
that reorganization floundered
largely because of the rocks
strewn in its path" by Appling.
Speaking over state radio sta
tion KOAC here, Duncan said Ap
pling was "bitterly" opposed and
let everyone know about it.

Curiously, the combination of a
Hatfield-Democratic party shove,
however, failed to win a bit of
the governor's top aim: Govern
ment reorganization.
PLAN JUNKED
The entire cabinet system plan
was junked, and Hatfield's earli
er charge that this would be
buck-passing fell a good deal
on cautious members of his own
party.
Hatfield had to share credit
with the Democrats for demand
ing and achieving an aggressive
win-industry p r o g r a m, salary
hikes for stale employes, mental
health clinics, timber tax, civil
rights and steps to revise the
constitution.
In the education field, they
split credit for increased basic
school support, better pay for
college teachers, and scholarships.
Both Hatfield and the Demo-!
crats called generally for steps
toward industrial development.
The specific bills that resulted
oil exploration, Boardman in
dustrial park, coast easements for
plants, river-bottom mining,, an
Astoria bridge may bo the ses
sion's most far-reaching work.
SPLIT ON TAXES
They also afford the finest
opportunity for pblitical credit
claiming hinging on whether
they lead to industrial growth
without blemishing- or wasting
resources. ,
Hatfield and the Democratic
party split some substantial
losses in the tax field: A net busi
ness income tax to replace inven
tory levies, relief for the elderly.
Hatfield also sought and lost a
net receipts tax to pick up more
income taxpayers.
The voters illustrated the pow
er of the generally conservative
independents in both parties.
The governor won a controver
sial bill to give exclusive service
areas to utilities, largely through
support from his own parly.
Via broad bi-partisan support,
he also requested and got a labor
elections bill, a school of social
work, billboard control, log-truck
certificates of necessity, increased
liquor revenues for cities and
counties, and a commerce code.
SPEED LIMIT KILLED
The chief executive's dramatic
pleas for traffic safety laws met!
head on with a tool legislature
which killed speed limits and a
bill to permit arrests without wit
nessing an accident. Hatfield got
only a weakened bill permitting
chemical liquor tests by oral, as
well as the present written, con
sent.
The governor got nowhere on
proposals for two-way workmen's
compensation, a change in state
holidays, a transportation build
ing on the Capitol Mall, or a con
stitutional amendment putting
the secretary of state next in line
of succession.
Though it gave Hatfield much
o what he wanted, the legislature
gnorcd his final words of advice
on opening day: "Get to the heart
of the matter promptly and
decisively."
The lawmakers stayed 122 davs.
the second longest session in
history.
