Special Flight
To France
Twenty-five University of Ore
gon students will have the oppor
tunity to fly to France this sum
mer at a price far below regular
airline lares.
The university, under the pro
visions of the National Defense
Education -Act, has chartered a
jet to fly 90 teachers of high
school French to Tours, where it
will conduct a nine-week language
institute. Approximately 25 seats
will be open to university stu
dents and faculty at a cost of be
tween $300$350. This is $200 less
than normal, air rates.
According to Carl L. Johnson,
professor of the romance langu
ages and associate director of the
foreign language institute, stu
dents need not attend the insti
tute, however he encourages those
who are intent on serious study
rather than vacationers.

sor Johnson or David M. Dough
erty, head of the department of
foreign languages.
Merit Pay
Plan Aired
. A merit pay system for city
employes was one of the chief
topics of discussion Saturday at a
meeting of the Oregon section of
the International City Managers'
Assn. in Portland.
Hugh McKinley, Eugene city
manager and president of the
group, said the managers studied
a proposal that would provide a
; uniform merit pay system, but no
definite conclusions were reached.
Members of the group also
discussed pending legislation that
will affect cities, and problems of
annexation.
John D. Holstrom, recently re
tired chief of police of Berkeley,
Calif., was chief speaker. Con
sultants for a discussion on per
sonnel problems were William F.
Danielson, city personnel direc
tor, Berkeley; Melvin H. Cleve
land, director, state civil service
commission, and Eric L. Carlson,
head of the local government
service division of the state Civil
Service Commission.
Man Bound Over
To Grand Jury
Doyle Glenn Boulware, 31, of
525 F St., Springfield, was bound
over to the Grand Jury Friday on
a charge of being a convicted per-
1 con in possession of a concealable
' weapon.
Boulware i accused of having
a .38 caliber pistol last Friday.
He had previously been convicted
of grand larceny. '
The Springfield man was held
to answer to the Grand Jury after
waiving a preliminary hearing in
Lane County District Court.
'Ancient Sword Found
ALBI, France Wl A workman
dredging the bed of the River
Tarn has found a bronze sword
believed to be about 2,000 years
old. A local archeologist says the
sword, turned over to the Albi
Museum, apparently dates from
the end of the Bronze Age.

Mr! Follies'
Contest Set
A "Mr, Follies' contest will be
conducted this year in connection
with the Junior Service League
Follies of 1961.
For the contest, men's organiza
tions in Eugene each will select
a candidate. The winner will be
announced May 17, at the follies,
and will be presented with a
trophy.
Voting for the contest will be
open to the public. Votes, which
will be cash, will be counted in
relation to the number of mem
bers in the candidate's organization.
The winning candidate's or
ganization will receive half the
net proceeds of the "Mr. Follies"
contest.
Mel Gustafson of Eugene, spon
sored by Eugene Rotary Club,
was the winner in 1957, the last
date that the follies were held.
For this year's follies, members
of the Junior Service League have
secured a professional director.
Variety acts are featured In the
show.

WASHINGTON m The Su
preme Court Monday refused to
review a decision upholding a
Connecticut law that permits
towns to spend public funds on
transportation or parochial school
