Foreign Aid Program Gets Cool Reception

against the Portland, Ore., in
vestment company was expected
to! go to Federal Judge Louis E.
Otodman for decision.
The Securities Exchange Com
mission, which brought the
charges against the company, was
asked by Goodman Wednesday
just what action was expected of
the court.
SEC counsel Frank Kennamer
said that if the judge found that
the SEC charges of fraud and mis
representation practiced by Hel
ser were true, he should issue an
injunction prohibiting such prac
tices. Then if the company violated
the injunction, Kennamer said,
the SEC could revoke its registra
tion. In summing up the SEC case,
Kennamer said, "It is necessary
for the court to issue an order en
joining the J. Henry Helser Com
pany from untruthful representa
tions that the company provides
a personalized service to its
clients."
He also asked Goodman to order
the company to refrain from
"block selling" client securities
and "margining accounts indis
criminately.
The judge said that the SEC
regulations appeared to him not
(o cover the Helser operations
"I think you fellows had better
get the statute amended," Good
man said. "It seems to me that
such an order as you seek would
have the effect of making me a
second vice-president of the Hel
ser Company in charge of opera
tions."
Slide Kills Hundreds

he wants to avoid a "wide gap"
between House and Senate bills.
But Rep. Morano (R-Conn),
another committee member, said
"we have an obligation to con
sider this measure, and we
should go ahead with it, without
waiting for the Senate."
Byrd, who long has urged gov
ernment economy, said he is "op
posed to starting another large
program in Asia."
"In my judgment, the time has
come to eliminate all economic
aid to other countries except for
a reasonable amount of 'point
four' technical assistance to un
derdeveloped countries," he said.
"The administration had a car
ryover of $10,900,000,000 in for
eign aid funds at the start of this
calendar year. Of this, $1,-
800,000,000 represented direct
economic aid, exclusive of de
fense support funds.
"With such a large carryover,
there is no sense in authorizing
more direct economic aid."
In a message to Congress Wed'
nesday, Eisenhower asked for $1,
717,000,000 in military assistance.
He proposed 712Mi million in eco
nomic aid, plus one billion dol
lars in defense support funds. Of
the economic aid funds, 172 mil
lions would finance continuance
of the technical aid program.
