FHA Clears
Portland Firm
'Windfall Profits'
Charge Dismissed
WASHINGTON l The firm
of Norris, Beggs and Simpson
Co., and a member, David B.
Simpson, of Portland, Monday
were cleared of an earner accu
sation of taking "windfall prof
its" in government insured hous
ing. Housing Commissioner Nor
man P. Mason made the an
nouncement concerning the firm
and Simpson. Seven other per
sons and firms also were cleared.
This will permit the FHA to re
sume processing applications for
mortgage insurance which have
been received from individuals
or firms.
Clearance of the firms and In
dividuals docs not clear the proj
ects connected with them, an
aide to Mason said. The Portland
project linked Simpson and his
firm with the Park Avenue In
vestment Co. project. The wind
fall was listed by investigators
at $47,387 from a loan of $2,
772,300. Associated in the project
were V. H. Jones and Talbot
Wcgg, both of Portland, accord
ing to the investigator.
Clearance was granted Simp
son after he .was found to be a
nominal shareholder, with only
one share in the project corpora
tlon.
Charge Filed
Against Store
In Monroe
SAN FRANCISCO Wl A rec
ommendation that Monroe, Ore.,
Feed Store be directed to rehire
two employes and stop trying to
discourage union membership has
been submitted by a National
Labor Relations Board trial ex
aminer. William E. Spencer, the exam
iner, said evidence showed that
the company fired Frank and
Don Harrington, brothers, last
March because of union activities
with the AFL Grain Millers
local.
He recommended that the
brothers be re-employed and com-
. pensated for any wages they may
have lost.
Spencer dismissed the union's
complaint that two other em
ployes, Ellis Conn and Jesse
Howe, were discharged because
of union membership. Evidence
at the hearing, conducted at Cor
vallls last November, did not sub
stantiate the complaint, he said.
It was the second hearing with
in two years involving the com
pany. The NLIil! held that on
Oct 30, 1953, the company "dis
charged all its employes for or
ganizational activities." The four
men in the more recent case were
among those re-hired after the
board's ruling.
Chinese Mark
Tear of Ram'
SIGNAPORE vn The nearly
three million Chinese in Singapore
and Malaya riotously celebrated
the start of their new "Year of
the Ram" Monday with soiled
faces, unswept floors, gambling,
fire-cracker explosions and part
ies. Faces remained dirty because
soap and water would wash away
the good luck. Sweeping would
have the same effect. And gam
bling was fhc vogue because tra
dition says fortunes will be made
this year by taking chances.
Similar excitement prevailed in
tire other settlements of overseas
scattered throughout the Far
East, and in the Chinatowns of
New York and San Francisco.
Singapore and the towns and
Tillages of Malaya were masses
of color. Every Chinese home was
bedecked with red banners, joss
paper and red scrolls with white
lettered Chinese maxims.
