EUGENE FIRE DEPARTMENT last week collected
proof that hazardous electrical apparatus can cause dam
age. Here is an electric extension cord which they said
was hung over nails on the wall of a room, from the plug
in to the bed. Damage to property was estimated at $100
when this cord short-circuited. They theorize that a
part of the cord frayed and made contact eventually with
the nails which caused the short. Firemen are making
home inspections this month as part of an annual pro
gram of fire prevention and safety instruction.

Delinquency Curb

Children's Bureau report criti
cized as "unfair and ineffectual"
this week what It called a grow
ing trend to jail or fine parents
for the delinquent acts of their
children.
It urged effective discipline,
and an end to the idea that the
child's every whim should be sat
isfied.
'One thing is paramount, that
we hold our children accountable
of their acts," the report said,
adding that a child should be giv
en extra liberties only when he
has demonstrated his right to
them.
The report, "Parents and Delin
quency, summarizes a discussion
among psychiatrists, psycholo
gists, sociologists and social work
ers who deal first hand with de
linquents and their parents.
EXPERTS' REPORT
The experts were called to
gether by the Children's Bureau
of the Health, Education and
Welfare Department, and their
report is to be used at a confer
ence here on curbing juvenile
delinquency which Secretary Ov-
eta Culp Hobby has set for June
28-30.

Asserting children "should be
held accountable for their acts,'
the Bureau's summary of the re
port said:
"To treat them otherwise would
be to do them a disservice, since
marriage, job, and family all will
require accountability. To permit
the indulgence of every whim is
merely building the child up for
a setback in the future.
"Parents must be clear and con
sistent in their discipline, and
hold children accountable until
they have demonstrated their
right to increasing freedom.
'IN GOOD CONSCIENCE'
"We cannot, however, in good
conscience, hold parents wholly
responsible for delinquency as
long as there are wars, or fathers
are in the armed services or on
night shifts and therefore are
token fathers, or when divorce is
so frequent.
"Parents are also caught in the
cross-currents when courts are
delayed in hearing cases, when
truancy is not considered a viola
tion of probation, when social
workers' case loads are so high
that no effective follow-up is pos-
sible, when intake of guidance
clinics is shut off, when admis
sion to institutions for defective
delinquents is delayed undully
when resident centers for psychi
atric care are practically non
existent."
Helping parents to be more ef
fective parents is a more con
structive way of dealing with
juvenile delinquency, the con
ferees said.
