provide appropriations of approxi
mately 42 billion dollars. The
Senate has passed five of the
House bills, and one has been
signed by the President.
Taxes Congress has enacted
into law a bill cutting some ex
cise taxes and continuing the
excise tax program generally for
another year. The House has
passed, and the Senate Finance
Committee has tentatively ap
proved, a bill making general re
visions in the tax laws but with
out a controversial provision in
creasing personal tax exemptions.
Reciprocal trade The House
has passed and sent to the Sen
ate a bill extending for one year
the President s power to make
trade agreements with other na
tions. Social security The House has
passed and sent to the Senate a
bill to increase social security
taxes and benefits. The House
Ways and Means Committee is
considering a bill to broaden un
employment compensation cover
age. '
Postal rates The House Post
office Committee has recommend
ed general increases in postal
rates, but the Rules Committee
has failed to clear the bill for a
House vote.
Pay raises Bills to raise the
pay of members of Congress, fed
eral judges and federal employes
generally are pending in the
House Judiciary and Postoffice
committees. A bill boosting con
gressional pensions has become
law. A bill raising the pay for
postal employes is awaiting House
action.
Treaties The Senate has rati
fied a mutual defense pact with
South Korea; no House action is
required.
Defense and foreign Bills fi
nancing and authorizing continu
ance of the foreign aid program
are being prepared by the House
Appropriations Committee and
House Foreign Affairs Commit
tee. A bill establishing a cadet
academy for the Air Force has
been signed by the President.
Agriculture Committees of
both branches are considering the
President s proposal for revisions
in the price support program. A
bill adjusting cotton crop quotas
has become law. A bill to expe
dite disposal of surplus farm com
modities is scheduled for a House
vote next week.
Housing A general housing
bill stripped of the administra
tion's low-cost public housing pro
gram has passed the House but
the Senate has restored most of
the President's program. The bill
is before a Senate-House confer
ence committee.
National debt The House has
passed a bill to increase the na
tional debt limit from 275 billion
dollars to 290 billion but the Sen
ate has not acted upon it.
Constitutional amendments
The Senate has defeated proposed
amendments to limit the Presi
dent's treaty powers and lower
the voting age to 18.

CAN'T CODDLE HIM
"McCarthy is the one who is
spreading disunity within our
party. pitting Republicans
against Republicans," Michael de
clared. "He is the one who is
following the Communist line of
divide and conquer. We, as a
party, cannot afford to coddle
McCarthy any more than we can
afford to coddle Communists and
by passing this resolution we are
doing just that."
The Joe Must Go club failed in
a recent drive for enough signa
tures on petitions to force Mc
Carthy to submit to a recall elec
tion.
The resolution, which lauded
McCarthy in - his campaign
against Communists in govern
ment, was passed with a roar of
voices after Michael's attack.
In a preceding resolution the
4,000 delegates sided with Mc
Carthy against President Eisen
hower on the question of giving
legislative committee details on
top level administrative confer
ences. STILL FOR IKE
Eisenhower has ordered that
no details of such a conference
concerning McCarthy's row with
the Army be given to the Senate
investigations subcommittee con
ducting a hearing on the row. Mc
Carthy said he thought the Presi
dent should review that order
and Saturday's resolution echoed
that belief.
The Wisconsin GOP conven
tion, however, also adopted a res
olution praising the Eisenhower
administration in general.
McCarthy later told a cheering
audience that "with a clear con
science" he would work for Ei
senhower's reelection if the Pres
ident were running for reelec
tion today.
"I don't care if we have a Dem
ocrat or Republican in the Presi
dent's chair," McCarthy went on.i
"If I am to do my duty to the
people of my slate I can't be a
rubber stamp even if it involves
the flesh of the Republican par
ty, which I think is the greatest
in the world."
