McKay Cites
Need for Dams

meet the region's growth, but
private money can be called on
to speed them, Douglas McKay,
secretary of the interior, said
here Sunday in an interview.
McKay, home for the holidays
praised the recently negotiated
20-year contracts between the
Bonneville Administration and
private utilities, but he said they
wouldn't mean much in a few
years if more power were not
made available. The region needs
an added 400,000 kilowatts i
year just to stay up with growth
he said.
But private money wants to go

"which said private utility com
panics are planning to spend 20
billion dollars in the next 20
years on power development. 1
know that about 500 million dot
lara in private money is ready to
go, in Northwest development,
including what Idaho Power Co.

McKay said that the Bonne
ville administration will continue
to do "a certain amount of plan
ning to estimate requirements on
various parts of the system."
This extended the future role of
Bonneville beyond what Ralph
Tudor, Interior undersecretary,
had outlined here last week. Tu
dor said it would be strictly an
agency to wholesale power de
veloped at dams of the Army En
gineers and the Reclamation Bu
reau.
McKay said that in the past
Bonneville had been "promoting
public power," and this was go
ing to stop.
He had no comment on a suc
cessor to Paul Raver as Bonne
ville administrator, who is to re
sign shortly to accept the Seattle
City Light superintendence
Millikan Rites
Set Wednesday

ert Millikan, world renowned sci
entist and dean of American
physicists, is dead.
The 85-year-old Nobel Prize
winner succumbed Saturday at a

Dr. Millikan, an authority on
cosmic rays, for years was head
of the California Institute of Tech
nology here. He lived in nearby
San Marino.
Winner of the Nobel Prize in
physics in 1923, he held 25 honor
ary degrees from universities and
wrote 18 books and hundreds of
papers.
His son, Dr. Clark Millikan,
professor of Aeronautics at Cal
tech, was with his father when
the end came. Another son, Max
M. Millikan, is professor of eco
nomics at Massachusetts Institute
of Technology. Dr. Mlllikan's
wife, the former Greta Blanchard,
to whom he had boon married
since 1902, died last Oct. 10.

here Sunday aiternoon for a se
vere scalp gash inflicted, he told,
police, by two men he tried to
aid.
Wood said he was driving o.ist
on the South Santiam Highway
Sunday afternoon when he stop
ped to see If he could aid two
men whose car was in the ditch.
He stepped In the back of his car
to get a chain, and they walked
up and knocked him unconscious.
When he regained conscious
ness, he said, he lacked $100 in
traveler's checks and $115 in cur

FROSTY, THE PINK-NOSED BUFFALO An albino
American buffalo, born in a snowdrift on a farm, makes
quite an armload for Mrs. Arthur Lange.1, who Is raring
for the unusual calf. Named Frosty, because of Us white
coat, the calf has a pink nose and blue eyes. Mrs. Langci
is wife of the manager of the C. C. Koltcs farm, Fargo,
N.D., where the buffalo was born. With Frosty, a fe
male, the farm now has 17 buffalo as show animals.
American buffalo, or bison, normally are dark brown.
Novelist Wins Stalin Prize

son, in ceremonies in New York's
Harlem three months ago.
The Soviet Communist Tarly
newspaper, Pravda, announced
the 1953 awards Monday, the 74th
anniversary of Joseph Stalin's
birth.
The prizes, Communist equiva
lent of the Nobel awards, were
established in 1949 as part of the
celebration for the Soviet Premi
er's 70th anniversary. A gold
medal goes with the cash award.
Pravda hailed the author as a
"courageous fighter for Ideals of
defending the rights of man. who
represents the true progressive
America which has nothing in
common with the America of the
reactionaries."
In New York, Fast, termed the
prize "the highest honor that can
be conferred to any person in
these times."
Fast, 39, is the author o "The
Last Frontier," "Citizen Tom
Paine," "Freedom Road" and
other best sellers.

Couple Anxious to Find Out
Whether Gift Plea is Hoax

Canada Monday will help them
out of an unhappy Christmas di-
lema.
It began Friday when Mr. and
Mrs. John D. Wcsthoff of West-
brook Park bought a Christmas
tree. Attached to it was a note.
In a childish scrawl it read:
"Dear Santa 1 am a poor lit
tle orphan girl, age 12, and I
would like to have for Christmas
an angora hat and mils set. Col
or red, if possible. Thank you,
Santa. Love and kisses. Eva
Hughes."
The writer gave her address as
"Springfield, Kings Co., N. B.,
Canada."
Then, because they wanted to
"help a poor little girl have a
happy Christmas," the Westhoffs
organized a gift-raising campaign
among the neighbors. Mrs. West
hoff bought the red angora hat
and mittens.
All concerned pitched in to
help the "orphan" girl in Canada
have a Christmas such as she
never dreamed. Then came dis
illusionment. The manager of the Philadel
phia Better Business Bureau,
Verner Caggin, heard about, the
note and cautioned the West
hoffs that it might all be a hoax.
Repeated checks of similar let
ters have been made and none
has ever proved legitimate, Gag
gin said .
The bureau's chief investiga
tor, George Conner, said such a
racket has been going on for
over 20 yeans.
"Already 20 or 30 letters have
been turned over to the bureau
this year," he said, "and the
worst is yet to come. Usually
they are attached to the larger,
more expensive trees in hopes
someone of means or an organi
zation will receive them and respond."
The Westhoffs were bewild
ered and crushed.
"We've got six or seven gifts
now with another 10 or 15 com
ing." -Wcsthoff explained. "Now
I don't know what to do."
Mrs. Westhoff said "the whole
thing has just about spoiled our
Christmas?'
Meanwhile, a neighbor of the
Westhoffs, Thomas Waters, a
contributor to the gift collection
himself, decided to check. He
called the Royal Canadian Mount
ed Police at a barracks near
Springfield in New Brunswick.
Officials there said the notes are
a common practice among chil
dren who live many miles from
towns and rarely get an oppor
tunity to see Santa. But they
promised to investigate this par
ticular case.
The Westhoffs hope the moun
ties are able to turn up a real,
live little orphan, named Eva
Hughes.
