Legislator to Seek Investigation
Of 20 Electricity Surcharge
SAl.EM ifl A legislative investigation of the 20 per cent
surcharge on electric bills will he 'sought hy Sen. Warren Gill,
Lebanon Republican.
Gill said he would introduce a resolution calling for a three
niember committee to investigate immediately "the whole story of
why the surcharge is in effect."
There would be one senator and two respresentatives on the
committee.
The 20 per cent surcharge was added to the electric bills by
Portland General Electric, Pacific Power and Light and Mountain
States Power companies to reimburse them for the added cost of
steam generation during the recent water shortage.
"I've been flooded with protests because of this surcharge, and
I think a committee should get all the facts and report back to the
Legislature as soon as possible. I don't think the whole story has
been told yet," Sen. Gill said.
Tnblic Utilities Commissioner Charles H. Hellzel said the sur
charge would remain in effect only until the companies have been
repaid their added steam generating costs.
Another power measure, to allow court appeals from decisions
of the State Hydroelectric Commission, was ready for introduction
under sponsorship of Portland General Electric
The commission refused to let PGE build the Telton power
project on the Deschutes River after the State Fish Commission
said it would hurt fish life.
Liquor by the drink and educational television legislation were
headed toward hot battles.
The House Alcoholic Control Committee, introducer of the
Slate Liquor Commission's bill to confine sales of liquor by the
glass to places where meals are served, was ready to begin the
big task of working it over. The big objection to the bill comes
from labor groups, whirh think it doesn't provide adequate places
where the working man ran buy a drink.
The House Education Committee voted to Introduce the con-
troversial hill to permit the State Board of Higher Education to
television stations in Portland and near Corvallis.
