Health Board Chairman Slaps
'Policy of Organized Medicine'
By FRANK CAREY
United Prtss stafl Wriler
WASHINGTON W The doctor
chairman of a presidential health
commission said Monday organized
medicine should cease "its current
policy of proclaiming that it alone
. . . can decide what the average
doctor should think about the
pressing problems of the day."
Dr. Paul Magnuson, head of
President Truman's controversial
"Commission on the Health Needs
of the Nation" whose formation
has been sharply criticized by

I some members of the American
Medical Association said in an ad
dress prepared for the annual
Scientific Assembly of the District
of Columbia Medical Society: .
IMPROVE HEALTH CONDITIONS
"From the bottom of my heart
I want to say this ... to every
doctor in this country: It is our
plain and simple duty as doctors
to furnish leadership in every na
tional, state and community effort
to look into ways of improving
health conditions in America.
"If we abdicate this responsibil
ity; if, like Marie Antoinette, we
i say 'Let them eat cake,' then other
(elements in our society will take
over and we will find ourselves
1 under a distasteful system of medi
cal care. . ,
Resist from current polcy
I "If organized medicine is to
retain its rightful place of esteem
lin our society, it had better cease
and desist at once from its current
, policy of proclaiming that it alone
can decide whether there are any
I health problems in this country,
land that it alone can decide what
the average doctor should think
about the pressing problems of the
day."
Magnuson did not define what
he meant by "organized medicine."
He made the statement in relat
ing his reasons for accepting Pres
ident Truman's appointment last
November to head the commission
under a directive "to make a criti
cal study of the nation's total
health requirements . . . and to

OPPOSED HEALTH INSURANCE
"I told the President," Dr. Mag
nuson said, "that I was unalter-
ahlv nrtnncoH in rnmmllsorV na
tional health insurance, and that
I would never be a party to any
scheme designed to further such
a plan."
President Truman has repeated
ly advocated legislation that would
provide such a national health plan
under a federalized tax system.
The AMA has spearheaded op
position to such a system, declar
ing it wmiM maan "snrtal I7IH
meuicine.
NOT COMMITTED
''The President said," continued
Magnuson, "he was not necessarily
committed to any one plan if
any group could come up with a
better series of proposals than
the ones he advocated, he would
be the first to support them if
they would insure better health for
all the people."
Magnuson said the commission
composed of representatives of
medical, organized labor, farm,
industrial, consumer, educational
and other fields would make its
report and recommendations in
the near future.
Climber Falls
Down Mountain
SEATTLE OB A 29-year-old Se

down a sheer rocky slope near the
summit of 6,000-foot Lundin Peak
in the Cascade Mountains Sunday
afternoon.
The climber, William Danielson,
was believed to have been badly
injured in the fall. No details were
learned immediately.
Members of the Mountain Rescue
Safety Council of Seattle were
summoned by a member of Dan
ielson's party who hiked down for
aid.
Danielson was reportedly climb

Labor Secretary
Reports U. S. Trend
WASHINGTON I Secretary of
Labor Tobin said Sunday unem
ployment is probably at a postwar
low. He based the estimate on the
I number of workers claiming un
j employment compensation benefits.
I Tobin said reports from State
j Employment Security . Agencies
I showed continued benefit claims
during the week ending Sept. 20
'were only 697,280.
LOWEST SINCE WAR
This compared with a total of
1,043,401 for the same week in
August.
I The Sept. 20 figure was the low
est recorded since World War II.
I Initial claims for benefits during
the same week was 121,907, the
! lowest volume of initial claims re-
ported for any week since Sep
tember, 1947.
j Tobin's statement said 35 mil
j lion workers are covered by state
unemployment insurance laws.
They represent about two-thirds of,
all non-farm Workers, but Tobin
I said the unemployment insurance
figures usually reflect the unem
'ployment trend in the entire labor
I force.
SEASONAL DEMANDS
"Factors responsible for the de
cline in unemployment insurance
claims," Tobin said, "include sea
sonal high demands for workers
in food processing, logging and
lumbering, a continued high level
of employment in construction, and
a gradual increase in defense em
ployment. "The return to schools and col
leges of students who work during
the summer months has also helped
to expand job opportunities and
tighten labor supply."
Tobin's statement said unem
ployment insurance claims had
been declining steadily since early
August.
