WASHINGTON (Jp) The
House Judiciary Committee
Thursday approved an omnibus
bill providing for the creation of
23 new federal judgeships.
The House bill would create
an additional district judgeship in
Western Washington and Alaska.
Two additional circuit judges
were approved for the Ninth Dis
trict composed of California, Ore
gon. Nevada. Washington, Idaho,
Arizona, Alaska, Hawaii and
Guam.

Thursday night offered almost1
$18,000 for a 6.43 acre site for its'
planed sewage disposal plant on
Garden Way north of the city, but
the offer was turned down by E.
J. Rankin, owner of the property.
The city's offer of $17,933.67
was based on an average of three
appraisals made of the property
for the city. Rankin, also basing
his price on three appraisers' fig
ures, asked $26,000 to start with
but stated that he was willing to
come down to $25,000.
Rankin stated that he "could
not begin to replace" the property
he would be selling at the city's
price. The property Includes a
six-room house and a 40 by 60
foot concrete block building hous
ing a cabinet shop,
ON THE MOTION of member
Ed Starr, the board voted unani
mously to turn the matter over to
its attorney, William Fort, unless
Rankin acropts its offer by March
25. Rankin was told that the hoard
was obliged to accept the figures
of its appraisers in making an of
fer on the property.

that James Rodman, Charles Nel
son and another whose name he
did not recall had appraised the
property for him.
Present at the meeting besides

mittee, the Rev. Ellsworth Tilton,
Elmer Maxcy and M. O. Dahl.
TIIK HOARD also learned that
the Mountain Slates Power Co.
nparently is not interested in sell
ing Its Springfield power opera
tions to the city. Board Chairman
John Boeshnns stated that he and
City Manager L. B. Bartlett had
conferred in Albany with A. C.
Trimble, Mountain States presi
dent, and Zed Merrill, chairman
of its board of directors.
"There Is nothing of encour
agement to work on," Bocshans
said. Trimble, he said, had told
him that Mountain States would
not be Interested In a salo "un
less the price is awfully good."
The Springlield city council In
January authorized Bocshans to
open negotiations with Mountain
States.

most discussed here as a compro
mise presidential candidate If
Taft and Elsenhower forces dead
lock the Republican national con
vention.
Some of the top Republicans In
town are convinced MacArthur
will be nominated. The general,
himself, disclaims presidential
ambitions. He has asked that his
name be kept out of presidential
primaries, and In New Hampshire
he counselled his friends to sup
port Sen. Robert A. Taft (R-O).
SO, MaeARTHUR is not acting
like a candidate. But he talks like
a candidate. In a series of
speeches since President Truman
fired him from Far Eastern com
mand, MacArthur has blistered
the administration. He Is against
the President's methods, foreign
and domestic. MacArthur will
continue his anti-Truman cam-
pal;n Saturday In a speech before
a joint , session of the Mississippi
legislature.
A Taft-ElsenhOwer convention
deadlock Is far from impossible.
Before the presidential primaries
began Taft generally was judged
to be far out In front In the raco
for Republican presidential nomi
nation. New Hampshire and Min
nesota primary roturns have es
tablished Gen. Dwlght D. Elsen
hower as a strong contender.

their fellow politicians who have
been travelling around the coun
try. One such just returned. He
had made a dozen speeches, shift
ing his emphasis from one possible
Republican nominee to another.
This speaker reported that he got
considerable audience response
when ho bore down on the virtues
of Taft and, also when he let go
in praise of Elsenhower. He got
less reaction with Warren and
Stassen.
But the crowds were triggered
for JVIncArthur's name. They
, whooped and hollered and the
'speaker was much Impressed. So
are his fellow politicians who are
saying now that reports from all
parts of tho country agree there la

name. That's the stuff votes are
made of.
State Workers
Ask Pay Boost
SALEM (P) - - State workers
asked again Thursday for a .pay
boost, ,
A 5 per cent Increase was asked
by the Oregon State Employes
Association In a letter to the State
Civil Service Commission.
Association Secretary Forrest
V. Stewart said 63 per cent of the
state's employes quit last year be
cause they were not getting
enough pay.
Even more will quit now that
spring work Is opening up more
Jobs in private industry, he said.
He said food costs have gone up
11 per cent since employes got
their last Increase In November,
'1950.
The Association, which origi
nally asked the increase three
months ago, proposed that the
boost be granted by moving each
employe up two steps on the civil
