than by having Winston Churchill
and President Truman talk things
over face to face.
Sometimes an obscure citizen
gets into a situation where he
contributes to international good
will without writing a diplomatic
note, signing a treaty or making
a speech. Take Capt. Hcnrik Kurt
Carlsen, for instance.

Carlsen's sturdy stand on the
deck of the Flying Enterprise. The
average American and the aver
age Briton were drawn closer to
gether by a common enthusiasm
for a brave deed. The old expres
sion "hands across the sea" never
had a more practical application
than it did in the moment when
a British seaman leaped from a
British tug to the deck of an
American ship and clasped the
hand of an American skipper.
It Is well that it happened be
cause both nations are grvng to
need a heavy backlog of ryd will
to ride out their differences in the
months to come. Churchill and
Mr. Truman both made graceful!
speeches when the prime minister
reached Washington on Saturday.
There will be more of the same
before Churchill leaves for home
and there is a good chance the
men will come to some solid
agreements, both in private and
public.
Money Main Issue
But they are not even going to
discuss in this meeting the one
thing that is a constant irritant
between Washington and London.
That is money. The question of
the financial relations between
the two governments was ruled
out for discussion before
Churchill ever stepped off the
Queen Mary. It will be brought
up for consideration this spring
by subordinate officials.
The financial dealings between
America and Britain are complex,
but essentially it is the feeling
between the rich uncle and the
poor but proud kinsman. It boils
down to this:
Britain cannot stay out of bank
ruptcy without loans or grants of
American dollars.
There is a sizeable section of
American opinion that argues it
is futile to continue to pay high
taxes to raise money to pass on to
Britain. That will be a hard
fought issue in next year's presi
dential campaign. '
