Harder Problems
"The easy problems have most'

the virus diseases," Dr. Packer
said.
Pointing out that, horticulture
produced marketable products of
some 117 million dollars last year,
89 percent sold out of state, Dr.
Packer declared that the long
time future of this industry may
depnd on getting scientists to
work now on fundamental studies-
These might not get any answers
for five or ten years but could
mean the continuation or death
of much of the industry eventu
ally, ht said.
Oregon Prompt
Oregon has been more prompt
to adjust its horticultural crop
production both up and down than
the nation as a whole, Marion
Thomas, state college agricultural
economist, showed in tables and
charts of national and state
trends.
This state has gone down faster
and farther In apple production
than the nation and has gone up
higher and more rapidly than the
nation with such crops as pears,
strawberries and snap beans. Any
time Oregon produces 'more than
one percent of the national out
put of any one commodity, out
side markets must be found, he
added.
Planner Explains
New Building Law
With the passing of a building
law for newly-zoned areas of Lane
County outside Eugene, questions
have arisen as to what type of
structure requires a building per
mit, and Howard Buford, con
sultant for the Central Lane
Planning Commission, Saturday
gave these points of clarification.
Any building which is valued
at more than $200 must have a
permit, except' buildings which
are classed as required for graz
ing, forestry or agriculture (in
cluding farm building), Buford
explained. To qualify as agricul
tural for purposes of the act, he
said, the building must be on a
tract of five acres or more. If the
tract is smaller than five acres, a
permit is required.
Responsibility for permits rests
with the County Surveyor. The act
clearly says that It is the duty of
the surveyor to issue permits and
that he must issue permits to all
persons who have compiled with
the act's provisions.
The building law is subject to
the approval of the county court.
