Oregon Issues Summarized

SALEM, Ore. (U.P.) The fate
of 10 state-wide issues will be de
cided by Oregon voters when they
go to the polls in the general elec
tion, Nov. 2.
The ballot, one of the largest in
Oregon's history, will contain six
initiative measures, three bills re
ferred to the voters by the 1947
legislature and one 1947 legisla
tive act placed on the ballot by
referendum of the people.
Amend Constitution
Two of the referendum mea
sures would amend the state con
stitution. They would:
1. Permit the state to issue $10,
000.000 in bonds for reforestation
and authorize a property levy
outside the constitutional six per
cent limit to finance the bonds.
2. Change the six per cent lim
itation section so that cities,
counties and districts can estab
lish new tax bases after voters
have authorized tax levies In ex.
cess of limit for two successive
years.
Boys Camp
The other measure referred to
the lawmakers would establish a
boys camp for 12 to 18 year old
delinquents and appropriate $50,
000 to set up operations and $100,
000 to run the camp during the
Diennium.

fore the voters by a referendum of

after Dec. 7, 1941, "Pearl Harbor
Day."
4. Provide minimum $50-a-month
old age pensions for men
over 65 and Vomen over 60.
5. Ban fish traps, seines and
other "fixed gear" in the Colum,
bia River.
6. Permit the sale of liquor by
the drink.

Oregon Gets
Reserve Units
PORTLAND, Ore. (U.R) Col.
O. E. Walsh, Portland district en
gineer, announced this week the
Army has obtained sponsorship
for three additional reserve units
ln Oregon.
Walsh said that Bonneville
Bower Administrator Dr. Paul J.
Raver had signed an agreement
with the engineers accepting re
sponsibility tor organization ot
one reserve engineer power plant
operating detachment and one
engineer power plant mainten
ance detachment.
He said also that state highway
engineer R. H. Baldock had agreed
to organize another engineer light
equipment company under the
Amy's affiliation program, which
calls for civilian organizations to
sponsor key type units of the
organized reserve corps.
Specialists are chosen from the
sponsor's organization and the
Army furnishes military training,
Walsh said.

liquor store holdup. He admitted
he stole because he had gone
hopelessly in debt because of
losses in poker games in the
"back room" of police headquar

European Poultrymen
Have Feed Problem
The problem of feed supply is
greater for European poultrymen
than any trouble faced by North
west poultrymen in the past, mis

World's Poultry Congress held at
Copenhagen,' Denmark, Strom
quist was the only representative
from a western mining company.
"U. S. poultrymen are especial
ly fortunate in the assistance they

state agricultural colleges and
feed manufacturers," said Strom
qulst. Denmark leads the European
countries in poultry production.
Their methods and marketing
systems are very well developed,
with a large egg export to other
European countries.

Recruiting Drive Launched
For a Million New Teachers
An army of teachers is the ob
ject of a recruiting drive by
America's educators, according to
a recent issue of the Christian
Science Monitor.
A realistic survey made recent
ly indicates that 1,046,622 new
elementary teachers will be need
ed over the next 10 years to meet
the normal needs of American
schools. The survey was made by
the National Commission on
Teacher Education and Profession
al Standards.
"Drive" Needed
A definite "drive" will be neces
sary, the commission believes, to
draw that many young men and
women Into the profession. Only
20,000 new elementary teachers

At the 20,000-a-year rate, only
200,000 of the million plus needed
will be produced in the next 10
years.
The commission plans to stimu
late greater teacher enrollment by
a closer cooperation with individ
ual states. As a first step, it is
expected that many states will set
up state commissions similar to
the national body.
Few Gaps .
Shortage of teachers in high
schools has been practically elim
inated, the commission thinks, and
there are now gaps In only a few
specialized fields.
But the dearth of elementary
teachers is viewed with much more
gravity than was that of high
school teachers. It is an accepted
concept that the first 10 years of
schooling are the most important
In the child s rearing, and the
teacher assumes a role second
only to the mother's in shaping the
child's personality traits and abili
ties. Workers in the field have indi
cated a two-fold goal in their re
cruiting drive: (1) specialized
training for the teachers and (2)
equal pay and professional status
with high school teachers.
