measures, the Russian food block
ade of Western Berlin.
That's grand! It means a major
show-down, because this savage
attempt to starve the civilian pop
ulation of the German capital has
become a symbol of the Russian
challenge to democracy. If the
Bolshevists can get away with that
barbarity, then they can get away
with anything.
However, before we applaud
any more let's get it straight in
our minds just what that expres
sion "forceful measures" means,

It doesn't necessarily mean "meas
ures of force," that is, strong arm
action. It presumably does mean
economic or political sanctions
(or both) which would be calcu
lated to put a fierce squeeze on
the Muscovites.
"Measures of Force"
I emphasize this point because
rather a lot of talk about "meas
ures of force" is being bandied
about. In its essence that is war
talk. Such talk doesn't win wars,
but it can breed 'em. We've al
ready seen one sharp reaction in
the heavy slump on the stock
market.
Now mind you, there might
come a time when -measures oi
force" would have to be used, be
the democracies have no Intention
of backing down. However, that
would be after "forceful meas
ures" had failed.
There are various ways In which
Dowerful sanctions could be ap
plied to Russia if she persists in
her efforts to force the hands of
the Western Allies by the Inhu
man expedient of depriving 2,
400,000 defenseless civilians of
food and fuel. One of these, as
this column has pointed out be
fore, would be through action by
the United Nations which could
apply sanctions after conviction
Stoppage of Trade Seen
But supposing the U.N. should
find it impossible to handle this
crisis what then? Well, the Dem
ocratic bloc could get together and
apply the sanctions outside the
U.N. They are the ones who would
have to make the sanctions effec
i tive anyway, even of the peace
I organization ordered them. The
Russians and their slave-states
certainly wouldn't cut their own
throats.
Such sanctions might mean not
only a severance of diplomatic re
lations with Russia and her sat
tellites but the stoppage of all
trade with the Communist bloc,
That would be terrific punish'
ment.
What is the Red program for
Central Europe? Answer: It calls
not only for the consolidation of
such shaky conquests as CzechO'
slovaka, but for the taking over
of both Germany and Austria,
The battle of Berlin is part and
parcel of an effort to oust the
Western Allies entirely from the
Reich and incorporate it in the
Communist empire. With this
achieved, Russia would hold an al
most, impregnable military posi
tion across Central Europe from
which to further her world revo
lution.

ted States is quietly building a
native army in South Korea.
Its size is a secret. But any
casual observer can see that the
force is growing rapidly.
The green-uniformed troops can
be seen drilling In the countryside.
Small units move in the streets of
Seoul, marching on the double and
singing.
This organization is known as
the Korean constabulary. Nobody
can tell it from an army. It has
newly-rebuilt American Garand
rifles.
An, occasional American light
machine gun also is seen in the
hands of the constabulary. Nobody
is saying whether they yet have
'American mortars and artillery. '
The constabulary openly boasts,
however, that when the U.S. army
clears out of southern Korea, it
will Teave its trucks and shooting
equipment behind. This is a possi
bility, because the United States is
pledged to help the young Korean
naton get going and that re
quires an army.
