Boost in City Emergency Fund
Except for action to Increase tha tha audience to remind the council

comfortable $14,800 and the trans
fer of $300 from a playground ap
propriation to permit the rebuild
ing of bird pens at tha Skinner's
Butte park, tha city council Mon
day night adopted tha budget as it
was drawn by the 18-man citizen-
council budget committee.
Boosting tha emergency fund
was made possible by develop
ments Increasing the likelihood
that the city soon will sell the
power generator that cams with
its purchase of the Mlllrace.
Possible Buyers
City Manager Deana Seeger told
tha council Monday night that
in addition to the prospective pur
chaser who now has an option
to buy tha equipment for $7800,
the state penitentiary has indi
cated strong interest in tha gen
erator. The council decided to add the
price of generator to tha city's
anticipated revenuer for the com
ing fiscal year and to balance
the budget by adding a like
amount to tha emergency fund.
The need for an appropriation to
rebuild the bird cages was pre
sented by Councilman Vern
Hawn. His discussion of the sub
ject led to an expression that the
city parks and the recreation pro
gram should be administered by
separate departments. Councilman
P. J. Hanns affirmed this sug
gestion, and with some citizens'
voices added the plan of pooling
all parks and recreation funds
was talked over.

ter it was placed on the ballot by
the City Recreation Commission,
an organization representing all
city service clubs, fraternal or
ders, business and labor organiza
tions.
Play Area Funds
McLean suggested that recrea
tion commission campaigned for
the special levy by stating that
certain specific sums were to be
spent to develop the various city
play areas. Those sums, he added,
were the ones appearing in the
budget.
City Manager Deana Seever
added a comment that particular
emphasis is being placed on the
recreation program because the
city is attempting to get the pro
gram properly started.

neighborhood play areas also have
been designed as parks, Seeger
stated that this would be more
apparent when grassed areas and
landscaping are fully developed.
As adopted the budget will re
quire a tax levy of $397,298. On
the basis of the anticipated in
crease in the total assessed valu
ation o taxable property in the
city, this will probably figure out
around 19 mills tax on each dol
lar of valuation.
Other Sources
However, property taxes will
cover only 45 per cent of the to
tal $883,415 budget. The rest will
come from other revenue sources:
fines, fees, licenses, state-shared
moneys, etc.
The 1948-49 municipal budget
is $98,712 greater than that drawn
for the fiscal year just ended.
However, only $7282 was added as
independent action of the budget
committee. This sum represented
all that the committee legally
could increase the tax levy under
provisions of the Oregon state con
stitution.
The greatest part of the increase
came as the result of special auth
ority granted the city by its voters
to exceed the constitutional "8 per
cent umuauon" in providing for
items of outlay approved in the
May 21 election.

shooting at sea heads the list of
current cases in the Philippine
constabulary's "unsolved" file.
A fishing captain sighted a
small neat sailboat bobbing aim
lessly off the coast. Overtaking it,
he found the corpses of a man and
a boy.
The bodies were riddled with
carbine bullets. Seven empty
shells were scattered about the
boat, but the carbine itself was
missing.
There were no signs of a strug
gle. Robbery was dismissed as a
motive when $25 was found in one
of the dead men's pockets.
Their boat, which bora the
words, "You are always in my
heart" in brightly painted letters,
appeared on no official registry
lists.
