Morse said his motion at the
committee meeting Tuesday, when
the senators refused to accede to
a personal plea from President
Truman for the legislation, was
seconded by Senator Byrd (D-Va)
and was adopted without a vote
against It, though three Democra
tic members voted "present." Sen
ator Bridges (R-NH) told report
