Tuesday moving their goods above
the expected high water level, and
some residents who expected to be
effected by the high water were
getting household goods to high
er elevations.

Steen asked that all persons in
the area contact their block cap
tains before moving out, to re
ceive a pass which will admit
them to their property again.
Those without block captains are
asked to contact Steen or Fred
Wimer and get a pass.
"I believe we can handle the
situation this year without any
trouble," Steen said Tuesday
morning." All our committees here
are getting organized, and we are
working closely with the Red
Cross."

and temporary address, in order
that telephone calls and telegrams
from worried friends or relatives
may be answered more easily.
Home owners in Eugene who
are able to take in evacuees are
asked to call the Red Cross as
soon as possible and register.
Moving Early
Red Cross disaster workers said
some persons were moving out of
Clenwood as early as Tuesday
morning, and that many trailers
had been moved to higher grounds.
In Eugene flooded basements
and street intersections kept city
maintenance crews working on the
double-quick.
Asked where the worst situa
tions were located, Supt. William
Mullins of the street department
whimiscally replied, "from city
limits to city limits."
No Phone
To add to his woes, Mullin's
telephone at tht city shops was
out ot order Tuesday morning, and
while It was being repaired he
had to get information of citizens'
complaints about clogged storm
drains and flooded basements by
reiay tnrougn otner city departments.
Mullins said he and his men
were working to clear as many
storm sewers as possible and to
pump out basements where pos-
smie, But he felt the ultimate solu
tlon would need to await abate
ment of the rain.
When Rain Stops
"Within an hour or so after the
rains stop, he said, most of the
trouble will disappear." He said
the city's storm drainage system
was simply overloaded by the de
luge early Tuesday, and this
caused sewers in low-land areas
to back up into basements and
prevented proper street runoff as
well.
By midmorning, the water was
running across Thirteenth Ave.
W. in four places, with one-way
traffic at several points. Near the
Amazon, some sections of property
were submerged, and the stream,
filled to its banks, was sliding
under bridges with only inches to
clear.
Tow Cars
On Sixth Ave. W. tow cars were
needed early in the morning to
pull stalled cars out of standing
water almost two feet deep in
places. Nineteenth Ave. was bar
ricaded from Hilyard to Willam
ette as the Amazon spilled out
over the surrounding area.
Water at Lowell was only one
half foot from flood stage at 11:10
a.m. Tuesday. It had reached 9.3
feet by that time, and was wash
ing across the main highway be
tween the Lowell Bridge and the
store.
Five families were towing their
trailers from Noisy Creek Camp,
and seven other families were
being exacuated from cabins near
the river.
Power Out
The cities of Fall Creek, Lowell,
Jasper, Marcola, Springfield, Cot
tage Grove, and other towns along
the middel fork of the Willamette
were partially without electrical
power Tuesday morning as roads,
highways and fields were inun
dated with flood waters.
Mountain States Power Co.,
which provides electrical energy
for that large area, said a power
outage occurred about 7:45 a.m.
Tuesday. The company said the
outage was caused by a failure
on the transmission line to the
south, near Crater Lake.
The outage caused the closing
of all schools at Lowell, and
more than 300 students returned
home after reporting for classes
in the mornlnsr.
