Springfield Planning Board
To Study Zoning Regulations
SPRINGFIELD The city plan-
ning commission at a special meet-
ing Friday night, called by Chair-
man Oscar Shockley, decided to i
; submit additional proposals to the
city council on Jan. 26. i
A public hearing has been
scheduled on that date by the
council to consider possible chang
es the city's new comprehensive
zoning ordinance.
The new zoning plan prohibits the
keeping of domestic animals such
as heep, goats, chickens, rabbits
etc., in residential areas, Several
residents have protested this reg
ulation. After a lengthy discussion the
planners decided it would not be

recommendation to the council as
follows:
That the council review the old
ordinance pertaining to the issu
ance of permits for these animals
with an eye to re-enacting certain
provisions of the ordinance (it was
superseded by the new zoning
ordinance) so as to permit limited
keeping of domestic animals in
residential areas.
If the council took such action
it would, in effect, be a supple
ment to the present zoning ordin
ance. .
Only Suburban
The new zoning plan allows
domestic animals in suburban
(RA) areas. There is no RA dis
trict in the city limits.
A second recommendation to the
council, with approval of planning
commission members, is a proposal
to authorize the manufacture of
formaldehyde, plastics and syn
thetic glues and rosins in the light
industrial districts of the city
with the provision that these uses,
in the light industrial areas, would
not be obnoxious or offensive by
odor, dust, smoke, etc.
This action was taken in view
of thf Casein Co. plant on South
Mill St. which the planners had,
according to Shockley, originally
intended should be provided with
the means to expand it's operat
ion. Petition
A petition signed by property
owners was submitted to the
planners calling for the extension
of multiple family classification
to the area extending from the
alley between North A and B Sts.
to North C St. and from fust ast
of Fifth St. to Eighth St. This
area Is now zoned for single fam
ily residences.
The planners took no action on
the petition because they wanted
more time to study the proposal.
Before the comprehensive zon
ing plan can be changed, the coun
cil is required by law to hold a
public hearing.

The wartime effort to get farm
produce harvested will shift into
a peacetime gear Jan. 1 when
farm labor placement reverts to
the Oregon State Employment
Service.

The service was transferred
from the U. S. Employment Ser
vice (wartime OSES) to the agri
culture department in 1942. The
extension service however did not
begin actual operations in farm
placement until 1943 when a con
tractual agreement with USES
ended.
Early this year Congress ex
tended the life of the federal
office to Dec. 31, 1947. Its work
is to be taken over by the state
Jan. 1, 1948.
To get "amateurs" and part
time workers into the fields as
replacements for the regular field
hands the extension service made

emergencies by the employment
services. The "Specials" were
truckloads of city workers and
homemakers running to the fields
throughout the day, after work
and on holidays.
Children's platoons, under the
supervision of one or two adults,

Urged to Buy Licenses
SPRINGFIELD Lots of things
come due with a new year and
among others are licenses for
pooches, whether large or small.
Dog licenses for 1948 are now
available in the city hall here and
the fees are $1 for males and $1.50
for females.
After March 1, a dollar penalty
is added to the fee, so it will pay
dog owners to apply early.
The city retains 80 per cent of
the revenue from dog licenses is.

Christmas party Friday night for
the Cub, Boy and Girl Scout troops

Robert and Ronald Allison, Mrs.
Robert Allison, Kay Williams,
Judy Cook and Rachael Heorauf.
Several stunts were given by Cub
Scouts. Harry Allen acted as mas
ter of ceremonies.
One-Hour Parking Signs Put
On Business Area's Fringes
City street department crews
this week have installed one-hour
parking signs along a number of
streets at the edge of the business
district.
To provide adequate parking
for shoppers, the signs were auth

growers in getting priorities on

ministration and establishment of
farm labor camps, among them
the already established Coburg
camp.
Got Honors
For the nimble-fingered there
were other awards than the pay:
One- Two- and Three-Ton Clubs
for bean pickers were initiated
in Lane in 1945.
"Charter" members of the One
Tonners included Mary Cerkoney,
Bob Fulton, Ruth Brown, Dorothy
Carney, and a Mrs. Byers. Others
were added to the list, and many
of the early members gave repeat
performances in 1946 and 1947.
EFGA Closes
For Season
Tugene Fruit Growers Assn,
Saturday had closed its cannery
here for the winter, after workers
completed the last of the carrot
pack late in the week.
- The cannery will not reopen
for seasonal work until rhubarb
is ready for processing in April
or early May. Gooseberries will
be ready about June 1, and the
first major crop, cherries, will be
ready for processing in mid-June
or about July 1, depending on
whether green cherries are used.
Compilation
Manager Ed Pitkin said a com
pilation of this year's total pack
will not be prepared for another
week or ten days. He indicated,
however, that the corn pack this
year was 60 per cent larger than
in 1946.
The carrot and beet packs were
smaller due to market conditions,
and the pear crop was lighter
because of inclement weatjier. The
cannery packed more pumpkin
this year than it did last year,
according to Pitkin.

The total number of persons
employed at the cannery this year
exceeded that of the previous
season because of a new union
agreement requiring the payment
of overtime after 48 hours.
