Dutch, Natives
Make Progress
By JAMES D. WHITE '
AP Foreign Affairs Analyst
Indonesia is a bright spot today
on an otherwise gloomy world pic
ture, for three reasons.
Until recently this budding re
public was racked with rebellion
against the returning Dutch. More
than 70 million people lived under
the threat of prolonged chaos and
poverty.
Today the Indonesians are for
mally on their way toward inde
pendence within an agreed frame
work of the Dutch commonwealth.
The American State Department
recognizes this. There is no fight
ing of consequence. '

(See Tare 1 Story) "
Questions and answers below
show sources of income for the
Eugene schools in addition to rev
enue from district taxes.
Q How much money did the
Eugene school district receive this
year from the state?
A It received a total of $243.-
000. made ud of $202,000 from the
state school support fund and $41
000 from the elementary school
fund.
Q How much of this represent'
ed a tax offset?
A The $202,000 was a tax offset
and represented about 10 mills
which the district otherwise would
have had to levy.
Q How much state aid is an-

and Indonesians Somehow, Indo
nesian leaders have got their mili
tary chieftains to stop , sniping
long enough for reasoned talk to
prevail. The Dutch, despite strong
conservative and military opposi
tion, have recognized with realism
that they cannot restore colonial-
! ism on the old basis and that half
! a loaf in those rich islands is bet
; ter than none.
The second reason is that the
: world-wide and extra-national
i impulse to trade cannot be kept
j away from a rich trading area like
: the Indies. In this pressure an
I American Liberty ship, the Martin
Behrman, played an important
part. It provided a test case which
dramatized the situation and en
abled the Dutch and Indonesians
to reach agreements with Amer.
ican and British prompting which
will reopen the Indies to trade.
No Red Talk
The third reason is that the
question of Communistic influence
behind the Indonesian nationalist
movement never has been serious
ly raised. It never has confused
the issue in Indonesia, as it cer
tainly, has done in French Indo
china, where Viet-Nam-French
affairs still are little more than a
bloody deadlock,
'This absence of the Communist
bugaboo is without doubt one of
the basic explanations for the
American State Department's
readiness to lend its mediative
services at times and to recognize
the new Indonesian republic once
agreement has been reached with
the Dutch.
Both Dutch and Indonesian lead
ers realize they have iust beeun
to solve their many problems in
detail, so they expect some trou
ble. However, each knows that
neither can get along without the
other, for a while at least .
It's downright encouraging,, and
the Dutch and Indonesians may
take justifiable pride in leading
the way out of the dark past and
chaotic present of colonialism to
ward something better.
Q How much of this, if any, re
presents a tax offset?
A None.

THE BIBLE RECORDS THREE DISTINCT DISPENSATIONS. OR AGES IN THE WORLD!
The first is known as the Patriarchal (Age of the Fathers) when God spoke "in divers manners"
unto the Fathers (Heb. 1:1) and this age continued including all nations of men until the giv
ing of the Law of Moses in 1491 B.C. or for 2500 years. Then the second period is known as
the Jewish Dispensation during which time the Israelites lived under the law given at Sinai
the law of Moses. This age lasted nearly 1500 years. The third dispensation is the Christian Age
and the religious law that should govern all peoples is the gospel of Christ, or the teachings
of the New Testament. The reason that we do not keep the Sabbath Is that it was a Jewish law
and that law wag done away in Christ (Col. 2:14). We do not burn incense nor use instrumental
music In worship, for those things were used only in the Jewish worship, which came to an
end at the Cross (Eph. 2:14). All that we teach or practice today either in worship, or In
Christian living must be learned from the New Testament. Any other source would not be the
correct authority.

Gun-Jumpers
Told Women
Shun Beards
For the benefit of those eager-
beaver whisker growers who have
been jumping the gun on the
pageant this year, the following
are a few statistics handed in by
William Singer, the pride of Flor
ence's bearded gentry.
"The part of the face you shave
Is 48 inches square, with 25,000
whiskers which grow lrlOOth of
an inch every 24 hours. Only one
man in seven shaves daily. A
man who does not shave daily is
greatly handicapped in winning
the affectionate regard of the op
posite sex. Or so claim our Horses
and Women experts.
'They say a smoothly-shaven
face is a distinct advantage to a
man making love to a bachelorette
or bestowing affectionate oscula
tion on his matrimonial mate. .
"History tells that before Mark
Antony called on Cleopatra he
shaved ten times over. Evidently
the highway poet is also in agree
ment with our H and W depart
ment as to a smooth shave. This
is i -dicated by the followig im
mortal ilnes: 'Grandpa's beard was
stiff and coarse, That's what
caused his fifth divorce." "

district will receive about $146,000
more in state aid and will have no
tax offset?
A The basic school support
fnnri from which almost all the
money will come is hot a tax offset.
The state school support .limu,
from which the district received
$202,000 this year, was a tax offset,
but this fund if to be superseded by
the new basic school support fund.
- Q Why Is It that, although
there will be an increase in state
aid, the property tax rale must go
up also?
A The district will receive a
net increase of about $146,000 in
state aid but added costs and
necessary expansion will require
even more money than that. Ex
penses have increased for supplies,
salaries have gone up and addi
tional rooms and teachers must be
provided for an estimated 300 to
400 additional children who will
enter school next year. About $25,-
000 has been placed m the budget,
as required by law, for prior serv
ice of employes under the Public
Employes Retirement Act, which
applies to all school districts.
Q Will the district have any
income in addition to district taxes
and state aid?
A Yes. There will be about
$73,000 from the county school tax,
about $32,000 from elementary and
high school tuition, about $12,000
from the University of Oregon as
its share of teaching costs at Uni
versity High School, and about
$12,000 from rentals. Total income,
aside from district taxes, will be
$579,278.
Q What is the total budget?
A The total is $1,462,128. Total
to be raised by district tax is $1,
012,849. This figure includes $320,
400 within the 6 per cent limit,
$454,827 which the taxpayers are
asked, to vote outside the 6 per
cent, $137,621 already voted for
construction bonds and interest,
and $100,000 already voted 'for
high school construction.
