Allied Setback Brings
Production Crisis
WASHINGTON, Dec. 21 W
The allied setback In Europe
"will hit us between the eyes'
with new war production prob
lems, WPB Vice Chairman Sam'
uel W. Anderson said today.
He added that the powerful
German counter-offensive, makes
it impossible to predict an' end of
the civilian production freeze.
Present urgent demands for
more shells, guns, trucks and
other vital material "certainly"
will be followed by armament
problems "as difficult as the news
we have now," Anderson told a
news conference.
"I feel sure the present mili
tary situation in Europe will come
back and hit us between the eyes
in various ways, at present un
known," said the vice chairman
who signed the recent order freez
ing future civilian goods produo
tion programs at present levels.
"The purpose of the freeze is to
see that rising civilian production
does not interfere with urgent
munitions output," he asserted,
"I haven't any idea how iong it
will last, or how long we will
have critical shortages in war
materials.

The decision reversed Circuit
Judge R. J. Green in an appeal
from Deschutes county.
J. N. Hunter, acting as agent
for the late Mrs. Emily F. Gil

commissions for finding a buyer

suits. Mayor Elisha Large said
"I am greatly pleased that the
citizens of Chambers-Westmoreland
voted affirmatively on an
nexation. It will solve a number
of serious problems which have
been confronting both com
munities. I hope other suburban
communities will follow the lead
of Chambers-Westmoreland and
and come Into Eugene."
Mayor-elect Earl McNutt said,
"I think it Is a forward step and
I think the new arrangement
will be of great mutual benefit,
both to the city and to the resi
dents of the newly-added dis
trict" Officials in the county asses
sor's offices aid Thursday that the
new district will be added to the
city's tax rolls for 1945 If annexa
tion is official by Jan. 1. When
tax assessments and levies are
fixed for a year, they include only
the property listed in the city lim
its as of the first day. The proce
dure, it was explained, will be
simple, and will consist merely of
adding the city and school taxes
to those already assessed against
residents ot the area.
Report from the county clerk's
office indicated that the county
court will handle the arrangement
of the district Into voting precincts
when the matter comes up offic
ially in July, 1945. This may or
may not involve some redistricting
and renumbering in the city.
Sewage Disposal
The primary reason given by
proponents of the annexation lor
the action has been the problem of
sewage disposal in the area. Citv
officials report that Eugene al
ready has about $119,000 in its
fund for a new sewage disposal
plant, construction of which has
been planned at a cost ot about
$250,000.
It is believed that the building
of the new plant will not be start-,
ed until after the war, when all
materials are available. The dis
posal system also will depend
somewhat on the state board of
health and other cities along the
Willamette river, which is used
considerably for sewage disposal,
il is understood.
' The area annexed lies between -

of the hills south of the old Eu
gene airport and west approxi
mately one-half mile from the line
of Chambers street, and the old
airport. (The old airport is in
cluded in the annexation.) These
boundaries are approximate.
