The army high command told
a senate committee recently its
year-end goal was 7,700,000 and
that thereafter the only additional
needs would be about 75,000 men
a month Jot replacements. That
objective was scaled down, from
an original 8,200,000,
Downey presented his informa
tion to .the senate in a speech
emphasizing a theme he developed
several weeks' ago- that Ger
many could be knocked out of the
war by Feb. 1, 1944. with a maxi
mum concentration of air power.
He contended again that army
plans for a huge land force are
ill-advised because much of it
can never be used and large scale
land invasion is far too costly in
men and material by comparison
with devastating air assault.

April 1 would not be well enough

years and could never be employ
ed against Japan, he said.
