ois, French Academician, once
wrote a book which made a hit
with the English "The Silences of
Colonel Bramble." But right now
it is the strange silences of Duce
Benito Mussolini which are in
triguing the people of Europe.
It was announced that, at tlif
conclusion of a meeting of the
Fascist Grand Council in Rome,
the Duce would make an import
ant speech. His silence was 24
carat gold.
Later, at two or three other
functions, the report was wide
spread that the Duce would de
liver a speech which would make
Europe sit up and take notice.
Nothing happened.
British Press Hopes
This oratorical self-denial, this
swallowing of words unuttered,
has given rise to a lot of wishful
thinking in a certain part of the
weekly London press. They write
as if the Duce and Hitler were al
most on the outs. They talk about
the Duce being in a fury.
The hint is that Hitler is not
keen about Mussolini's demands
upon France for Djibouti, the sea
port of French Somaliland in East
Africa, and for the French pro
tectorate of Tunis in North Africa.
One very immediate cause for
Mussolini's unwillingness to dis
turb the world in the last days of
February and first days of March
has been Ihe death of Pope Pius
XI, necessitating the election of a
new head of the Roman Catholic
Church. The Duce is a keen ba
rometer when it comes to the feel
ings of the Italian people. He
knows the overwhelming majority
are loyal and faithful to the
Church. So he also knew, with
the Church in mourning, that it
would be a very bad time to start
upsetting Europe with the fear of
a posible war.
Whatever joint pressure Musso
lini and Hitler may have con
ceiled to bring upon France and
Britain, there is pretty apt to be
a respite until Ihe end of March.
By that time Pope Pius XII will
have taken full hold of his great
office and will probably have pre
sided at some great religious cere
monies. A British mission to dis
cuss ways and means of avoiding
a clash for markets between Ger
many and Britain will also have
about completed its visit to Ger
many. However, March 26, which
marks the 20th anniversary of
Fascism, will give II Duce another
opportunity to break his silence.
U. S. Provides An Obstacle
Within the past few weeks n
new element has also entered lo
disturb the calculations of the dic
tators Roosevelt and Congress.
The proposed sale of large num
bers of airplanes to France and
England, the huge defense bill al
ready passed by an overwhelming
majority by the House of Repre
sentatives, the growing press crit
icism of the belligerent attitude of
the totalitarian states all these
things have been weighed in Ber
lin and Rome.
The developments in America
may not finally stop the plans of
the dictators. But they have al
ready slowed up the time-table.
