The mere fact that the govern
ment stands ready to make a loan

sary for the buyer to meet or
come close to the government of

the support program acts to pot

pockets, even though it may be
dollars from users rather than

In the case of some com
modities, the government does not
make price support loans. In
stead, It purchases a part of the
supply when prices drop below"' a
predetermined price support level
Commodities which fall in this
class are dairy products, eggs,
meats, f raits and vegetables, t.
But in the ease of the purchases
as in the case of the price sup
port loans, price of the affected
commodities are bolstered above
levels which otherwise would pre
vail. This extra price might well
be tagged an indirect subsidy
flowing from the government buy
ing operations. - . - ,
; Of course, most of the purchase
programs provide bigger subsi
dies to, persons "others than, the
farmers'. Children who get the ad
vantage of the school lunch and
milk programs are major benefi
ciaries because much of the foods
bought by the government - for
price support purposes go to this
program,' ' '.'

purchases are low income persons
who receive surplus foods through

The department spends about
40 million dollar a year to admin
later crop production control" and
marketing quota programs. This
money could well be -classed as an
Indirect subsidy to farmers be
cause it helps hold down produc
tion which otherwise might force
farm prices downward.
The department makes loans to
taling more than half a billion dol
lars annually to farmers. While
these loans are repayable, there
is an element of subsidisation ia
them. Most of the loans are made
at interest rates below those pre
vailing ra the regularmoney mar
