(AP) Lumbermen Continue Strike at Westfir Plant EUGENE (AP) The Interna tional Woodworkers of America withdrew picket lines from one lumber mill Wednesday, but con tinued its strike against the Ore gon Lumber Co. plant at Westfir. Picket lines were withdrawn from the company's plant at Dee, near Hood River. But the picket lines may reap pear at Dee, union officials said. "If the company won't talk to us, picketing may be extended to the other Hines plants," said Harvey - Nelson, IWA Columbia River 'District Council president. Owas Other Plants . Oregon Lumber is owned by the Edward Hines Lumber. Co., which also owns plants at Dee, Hines Baker and Bates. The West f i r plant employs 260 men. The. other plants employ some 750 men. Nelson said the union struck be cause the company notified the union it would not renew a con tract clause dealing with pay rates for fallen and buckers. A company spokesman said it was willing to go along with other employers in extending the con tract, except for that one clause. The spokesman said the company was willing to negotiate on the clause. A spokesman for a management Portland Firm Low Bidder On Dam Job MEDFORD (AP) A low bid of $2,635,493 was submitted Tuesday for enlargement of the Emigrant Dam in the Talent Irrigation Proj ect. TheUow bidder was R. A. Heintz Construction Co., Portland. There were eight other bids, ranging up to $4,212,970. The present concrete dam will be used as a core for an earth fill dam to increase the capacity of Emigrant Lake from 1,000 to 40,000 acre feet. Mayor Resigns So He Can Keep Liquor License CHEBOYGAN, Mich. (AP)-Be-cause he'd rather retain his drug store liquor license, Carl A. Leon all isn't mayor of Cheboygan any more. Leonall resigned as mayor Tues day night, explaining the Michi gan Liquor Control Commission advised him law prohibits a li censee holding any office involved In enforcement of liquor laws. As mayor he controlled police. Leonall remains a city council man. He was elected in May and named mayor in May for a two year term. ' On Leonall's motion, councilman Warren King, a milk processor, was elevated to mayor. Med ford People Can't Wait for 4-Cent Postage MEDFORD (AP) Medford res idents can't wait for the new postal rate bill to go into effect AUAlready, postmaster Moore Hamilson said, some Medford res idents have begun putting 4 cent postage on letters. group said that many firms have switched fallers to hourly pay scales. For years fallers and buckers were paid on a piece-work basis the so-called busheling. Some times fallers under that arrange ment could make as much as $100 a day. Most fallers, however, get about $24 a day under the hourly pay scales, the management spokes man said. He also said that em ployers feel they can better con trol quality and reduce tree splin tering losses with hourly pay. House Group Okehs Loans to Municipalities WASHINGTON (AP) - The House Banking Committee Wednesday approved a two-billion-dollar program of federal loans to municipalities for construction of local public facilities. Rep. Albert Rains (D-Ala) said that next to housing it is the best anti - recession bill Congress has considered. But Rep. William B. Widnall (R-NJ) labeled it "a com plete grab bag," and there were predictions of a presidential veto. The bill, approved by a 16-8 vote, provides double the loan au thority voted last month by the Senate. It also offers much more lenient interest terms on the pro posed 50-year construction loans." Many Projects Possible Projects under the bill would range from repair of streets and sidewalks to construction of park ing lots, airports, parks, sewage systems, hospitals and public lands, water or timber conserva tion. It also provides for loans to nonprofit private hospitals. Unlike the Senate bill, the House committee measure bars use of federal funds for construction of schools or for use by state agen cies. Southern members said in clusion of school construction might entangle the bill in a racial segregation fight. Interest Rate Different Aside from the total of the loan authority, the biggest departure from the Senate bill was the in terest rate, a feature which drew the strongest opposition. Borrow ers would be charged a rate com puted under present conditions at 2 per cent. The Senate bill carries an interest rate of between 3Vi -and 3' per cent. under the House bill, the inter est rate would be the same as the average annual interest paid by the federal government on all its interest - bearing obligations. This is expected to be opposed by the Eisenhower administration.
