DAVIS WASHINGTON (fl The current , recession, a curious one in some ways, rang up new price increases and at the same time registered continuing gams In long-term un employment. Also, the Senate Finance Com mittee voted 11-4 for a bill that would permit unemployment com' pensation benefits to be paid for a longer time'. The bill has al ready passed the House, , Both sets of figures on prices ana jowessness were on the basis of April conditions, and may have improved since. There were offi cial assurances that the big rises in the cost of living Index have now come to an end. , These were the major develop ments Thursday: 1. The government's cost index reached still another peak in April, 123.5 per cent of the 1947-49 base period and 3.5 per cent above a year ago. Decline Noted However, food prices were 1 re ported to be declining in May, and .wan uague, Labor Department commissioner of statistics, said the big rises are now over, 2. Secretary of Labor Mitchell told the House Banking Committee that there were about 1,900,000 workers who had been unem ployed for 15 weeks or more in mid-April, a large number, and been increasing rapidly in recent months. :' Mitchell said total unemploy ment may reach six million this summer. He said the six million figure would not be too meaning ful because of a change in figuring unemployment. The Census Bu reau is now counting laid-off work ers as unemployed; until recently it counted only those dropped more definitely. . 3. The Senate Finance Commit tee, in approving the House Bill on jobless benefits, rejected a sub stitute offered by Sen. Paul Doug Jas (D-Ill) on a 10-4 vote. Chairman Harry F. Byrd (D Va) said the committee bill will be brought up Tuesday. Douglas promised. a renewal of his fight there. The Eisenhower administration has approved the bill, although it would leave up to the states whether to go along. The admin istration had wanted a mandatory program. . The bill would permit partici pating states to draw on federal funds in order to extend their pe riods of unemployment compensa tion checks by SO per cent. Most states now issue them for 26 weeks. States i Repay The states would eventually have to repay the federal money, through additional taxes on em ployer payrolls or otherwise. Crit ics, such as Douglas, contended few states would choose to par ticipate. They favored federal grants to carry along those work ers long out of work. . The grants asked by Douglas and others would be for unemploy ed workers not covered by the un ployment compensation systems, and would permit relief payments of up to $30 a month. Workers covered by the insurance would get up to 16 extra weeks of bene fits, to be financed by higher pay roll taxes. Sen. John F. Kennedy (D-Mass) Said in a statement that the House bill is practically useless. . "It simply permits individual states, if they wish to do so, to do what they already can do," he said. Physicians made cautiously worded statements indicating he showed some improvement. Dr. Ralph Bergen of Chicago said improvement was noticed in the cardinal's speech, the move ment of his right leg and the mus cle tone of the right side of his face. His heart and blood pressure were reported normal. The stroke partly paralyzed his right side.
