For this is a town that can take dignitaries, and especially vice presidents, in .stride. Historically, the vice president has been a gov ' ernmental nonenity, free both from harm and applause. But Vice President Nixon and Mrs. Nixon's Part in Tour Announced By STANFORD BRADSHAW WASHINGTON Pat Nixon, wearine a neat black suit dress and a oink hat, stepped out of a Diane with her husband and waved to a waiting crowd. This crowd, like eight others she has seen from the airplane door in the past 18 days, was American but United States American. And Pat Nixon, wife of the vice president of the United States, was home with her daughters again after another trip in which she worked in her own way to create good will for the United States. Her husband, of course, was the focus of attention on their 18-day tour of eight Latin-American na tions. But Mrs. Nixon, despite the fact that she had been under doc-, tor's care for a back ailment, had a full schedule of her own. While Nixon was inspecting in dustrial plants and talking with government officials, Mrs. Nixon was touring orphanages, schools and hospitals. Working Together Some events they attended to gether, including an unscheduled call at Uruguay's National Uni versity, where they had been jeered the day before. There was a nightly round of receptions and formal state dinners. But it was the children, the sick and helpless little ones who claimed Mrs. Nixon's sympathy and interest. At a school for crippled chil dren in Montevideo, for instance, the personally shook hands with each of the 80 children there, mur muring greetings in Spanish. And in Buenos Aires, when a young boy who was supposed to have presented her with flowers became frightened and started crying, Mrs. Nixon bent down and reassured him, in the universal eestures used by warmhearted mothers. In her tours through hospitals, he would notice some one thing and comment upon it to the glow ing pleasure of the attendants. In the more formal functions, she would talk quietly with three or four other wives, asking the personal questions "Do you have children?" "How old are they?" and listening to the reports. Them Move On. Then she would move on to an other group. And in the back- Mrs. Nixon returned from a dis turbing, unexpectedly hazardous South American tour. And the re ception he got can be summed up in a word: Tremendous. It wasn't simply that the crowd at the airport was large, or that well - lined with spectators. It wasn't that the President and the Cabinet officers were there. Aft er all, top - flight Republicans might be expected to show soli darity at a moment like this. But the Democrats were out in the road to the White House was full force, too, and far more sen. Nixon and his wife, Pat, had just returned from a trouble-spotted tour of South America. (AP) ators were lining the red carpet than you'll ever see, except on the hottest issue, in the Senate cham ber. But the picture probably can best be drawn chronologically. Let's look at notes jotted down while waiting for Nixon's plane to arrive. Got there a full hour before the big moment. Crowd already mill ing about. Spotted three college boys, Don Tubridy, ,Pete Healet and Harvey Fry, busily unloading banners and placards from sta tion wagon. Tubridy said the idea was, if South American students can demonstrate, why can't we? Tubridy seemed especially pleased with this placard: "Bien dicho, bien hecho, Nixon." Shows the value of a college education, he said. Translation: "Well said, well done, Nixon." J. Edgar Hoover of the FBI ar rived. Bad news for scofflaws, if any. Sight of Hoover a reminder to look around for Secret Service men. Spotted several. Remem bered the old days when vice presidents could walk abroad un guarded. Less than 10 years ago Vice President Barkley said he didn't want any Secret Service man to protect him. And Thomas R. Mar shall, Wilson's vice president, told a cop watching over him: "Your labor is in vain, nobody ever was crazy enough to shoot at a vice president." Senators began arriving. No ticed one important difference be tween this and other airport cere monies. This one far more im promptu. Normally at these shin digs each celebrity has his spot carefully marked out. No spots to day. Senators free to mingle with ordinary people. Cabinet officers began to check in. Rogers, Benson, Weeks. Nixon girls arrived. Yellow dresses. White sweaters. Shoes neatly pol ished. Mother will be pleased. The President and Secretary of State Dulles arrived. President seemed startled at size of crowd, but soon took hat off. All soldiers, Airborne Troops Return From Trip to Caribbean FT. CAMPBELL, Ky. WV-High-spirited airborne troops returned to home base Thursday some by parachute after a quick and dra matic flight to the Caribbean to help if necessary In protecting Vice President Nixon. They weren't needed Nixon re turned home to Washington but the Screaming Eagles of the Venezuelan Police Hold Trio in Plot CARACAS, Venezuela Wl Police arrested three men Thursday on charges of planning to kidnap Vice President Nixon. Exiled se curity police of the former dicta tor, Marcos Perez Jimenez, were linked to the alleged plot. Diogenes Antonio Caballeros Martinez was the only one of the arrested three who was identified. He is known as "the little dic tator" because during the Jan. 23 revolution that overthrew Perez Jimenez he led a group that seized a large housing develop ment near Caracas. The project was held until the new govern- 101st Airborne Division demon strated their ability to go where American Jives and property re quire their services. The battle-ready troops more than 500 of them left here after two-hour notice last Tuesday and were back less than 48 hours la ter on completing their 3,000-mile round trip. Eight planeloads of the return ing paratroopers began jumping from their C130 Hercules trans ports shortly after noon. Each plane carries 64 men and their battle gear. They left Ramey Field, Puerto Rico, earlier in the day for the 5V4-hour flight home. The approxi mately 500 who jumped a few 'of them were plane-landed joined ment moved in forcibly two days later. Police said Caballeros worked with agents of the outlawed se curity police operating in Cucuta a Colombian town near the Ven ezuelan border. A 26-year-old woman, said to have been Caballeros' secretary also was held. Nixon's car was stoned and he was spat upon Tuesday when he came to Caracas for a good will visit. 2,500 other 101st troops who made training jumps during the day on this sprawling reservation along the Kentucky-Tennessee border. The five battle groups which make up the 101st, the 501st, 502nd, 506th, 327th and 187th Air borne, all participated in the prac tice drops. The troops who went to Puerto Rico were members of the 506th. Jumping conditions were ideal with a hot sun beating down from nearly cloudless skies, in contrast to the turbulent winds into which five jumped to their deaths and 155 were injured on April 23. Although she has said she would not have missed the trip for any thing, one of her regrets and that of her daughters-was that she was not home for -Mothers Day. However, they sent her Mothers Day cards, which she received in time, and talked to them later on the telephone, through help of an amateur radio operator. And in the rioting in Caracas, when her car was stoned, she sat perfectly calm, - looking straight ahead, earning from one of the vice president's aides the warm accolade: "She's as brave as any man I ever met." The boys, all students at Cot tage Grove High School, Wednes day admitted putting an explosive charge in the newsbox 'at the home of three women high school teachers. Municipal Judge Farncy Ed wards sentenced the youths to re port for work at the school, at the teachers' residence and at vari ous community projects. They must do this evenings for two weeks and the next two Sat urdays, Edwards said.
