I) Statesman, Salem, Ore., Mori., May 5, '58 U.S. Rejects Pole Plan for A-Free Zone WASHINGTON Wl - The United States Sunday announced rejection of Poland's proposal for a central European zone free of atomic weapons. This country renewed its proposal for an inspection zone stretching from the United King dom to the Ural Mountains. -A note delivered in Warsaw Saturday by U. S. Ambassador Jacob B. Beam to Dep. Foreign Minister Jozef Winiewicz was made public by the State Department. It was carefully designed to bid for Communist Poland s inena ship in spite of the American re jection. Appropriation Expressed In the note Beam expressed ap preciation for the initiative of the Polish government in proposing the plan and said he hoped im proved relations between Poland and the United States "will serve as a basis for a better understand ing between our two countries." The United States turned down the Polish plan, which had been put forth by Foreign Minister Adam Rapacki last October, on the ground that it would not deal with the essential questions of European security and disarma ment. Also, it would deny to West ern forces in Germany the nu clear weapons which, in the U.S, view, they must have to offset the Soviet Union s greater mass ot troops stationed to the East. Position Explained In explaining its own position to the Polish government, the United States recalled that the Western powers had proposed to the Soviets last year a Dan on tne proauciion of material for nuclear weapons toeether with an end to weapons testing and a reduction of nuclear stockpiles. "The United States has further proposed broader areas of inspec tion against surprise attack, in cluding an area in Europe, rough ly from the United Kingdom to the Ural Mountains. We remain will ing to do this," the U. S. note continued. Labor Cleanup Legislation by House Urged WASHINGTON (Jfl Secretary of Labor Mitchell and Sen. Karl Mundt (R-SD) urged Sunday that the House get busy on labor union cleanup legislation at the same time the Senate is studying it. Mundt said the House won't have time to act before adjourn rrtent if it waits until the Senate finishes with the legislation. Sen ate leaders have pledged the Sen ate will pass a significant bill be fore Congress adjourns but Mundt said that would be a gesture of futility without House action too. Mitchell said he was pleased that a Senate Labor subcommittee headed by Sen. John F. Kennedy D - Mass) will resume hearings Monday on rival bills designed to help or compel unions to stamp out any corruption that may be in their ranks. Pledged to Report The committee is pledged to re port out a bill not later than June 10 for Senate consideration. Mitchell, putting in a strong plug for President Eisenhower's pro posals in the labor-management field, said the House has taken no action whatsoever and had not even scheduled hearings on a pension-welfare reporting bill passed by the Senate. "I earnestly hope that House leaders will reconsider their posi tion on this matter," Mitchell said in a statement. Accepts Invitation Mundt said in an interview he has accepted the Senate subcom mittee's invitation to testify in the bearings. "The only realistic chance we have of getting any over-all con structive labor legislation enacted this year rests entirely on whether the House will hold simultaneous hearings in the same general area. If they don't, this is going to be just a gesture of futility he added.
