Military Pay Plan Cut

lars from the new military pay
increase plan approved by the
House.
This was learned Sunday as
Democratic Leader Lyndon B.
Ben-Gurion
Wants Full
Disarmament
WASHINGTON ( Israeli
Prime Minister David Ben-Gurion
says he favort complete disarma
ment of all the peoples in the Mid
dle East and is taking steps with
this in mind.
Ben-Gurion said he is sending a
letter to a chief "of a big state
in the world" which deals with
disarmament and he hopes it will
lead to "final peace not only for
us but for the world at large."
The Prime Minister did not ex
plain what he had in mind nor to
whom he was writing. .
He touched on the disarmament
question only briefly in a TV-radio
interview filmed in Jerusalem
last Tuesday and broadcast on
CBS "Face the Nation" Sunday.
Ben Gurion said the United
States could do more to promote
peace In the Middle East by mak
ing the United Nations Charter
instead ot a dead word, a living
thing."
The United States, he said,
could help "if they would do the
same thing in regard to Israel as
they have done to Turkey, when
Turkey was threatened and they
said that an attack ... on Turkey
means an attack on the United
States."
Johnson of Texas advised fellow
senators that he hopes to call up
and pass the new incentive pay
plan this week.
To do this will require speedy
action by the Armed Services
Committee, headed by Sen. Rus
sell (D-Ga), which has had the
pay revision proposals for months.
Behind Closed Doors
Sen. Stennis D-Miss), chair
man of a subcommittee which
conducted extensive public hear
ings, asked his five-member group
to meet behind closed doors Mon
day. Once the subcommittee acts,
the full Armed Services group
must review the bill, probably at
its Thursday session.
The key idea of the new mili
tary pay plan is to encourage
service careers for the thousands
of skilled technicians needed to
man complex new weapons and
equipment, including jet aircraft,
nuclear submarines and ballistic
missiles.
Turn in Uniforms
Under present pay scales many
young officers and enlisted men
turn in their uniforms for better
paying civilian jobs after complet
ing their military service and
training.
The House on March 35 passed
366-22 a bill that sponsors said
should induce many men and of
ficers to stay in a military career.
They estimated the additional an
nual cost at 668 million dollars.

route to Washington, D.C., for a
13th anniversary celebration of
the meeting of Soviet and Ameri
can troops on the Elbe River in
Germany near the end of World
War II.
In the group were Boris N.
Polevoy, novelist and war corres
pondent; former air force Mai.
Alexei P. Maresev; former army

mer army Col. Ivan Samchuk;
and former army Sgt. Yuri Volski.
They will attend a dinner to be
given by American veterans in
Washington on April 25, the anni
versary date of the 1943 river
meeting. The Americans attend
ed a similar affair in Moscow
last year.
Jordan Faces Famine

serious famine threat and should
appeal to the United States for
help.
In a published report, Dr. Ra
jayee Khadra predicted the
famine would come this summer
in the wake of Jordan's worst
drought in 20 years.
Flapjacks at
Yellowstone
May Improve
WASHINGTON CB - The hot-
cakes may taste better next time
you visit Yellowstone National
Park.
The flapjack subject popped up
at House and Senate Interior Sub
committee hearings on bills to
give long-term contracts to con
cession operators at national
parks.
Rep. Ullman (D-Ore) com
plained at the House hearing that
his family tried to eat hotcakes
at Canyon Lodge in Yellowstone
Park last year, but gave up be
cause they were "as much rub
ber as hotcakes."
Rep. Metcal (D-Mont) said the
best hotcakes he ever ate were
in Yellowstone, but they were
cooked by bis mother over a
campfire in the early 1920s.
The subject was pursued by
Sen. O Mahoney D-Wyo), presid
ing at the Senate hearing, in ques
tioning a spokesman for the Yel
lowstone Park Co., which operates
park restaurants.
The senator, who had been
talking to Mrs. Ullman, wanted to
know just how good, or bad, park
hotcakes are.
The witness confided that he
and other officials of the company
ate some fine hotcakes at the
Statler Hotel here this morning
"something we wouldn't do in the
park."
He hastened to add, however.
that there's nothing wrong with
park hotcakes as a general rule
although a cook may have a Dad
day occasionally. Possibly the
Ullmans were there on such a
day, he said.
Solon Predicts Watering
Down of Ike Defense Plan

(R-NH) predicted Sunday Con
gress will water down President
Eisenhower's defense reorganiza
tion plan and restrict his power to
transfer military funds.
Agreeing that there will be mod
ifications. Sen. Mansfield (D -Mont)'
called for establishment of
an independent commission to su
pervise scientific research and de
velopment. Bridges, who heads Mhe Senate
Republican Policy Committee,
and Mansfield," assistant Demo
cratic leader, have joined in spon
soring legislation that would re
duce the staff of the secretary of
defense and limit some, of his au
thority. Eisenhower has asked for in
creased power for the secretary
to set up unified defense com
mand ana to assign combat func
tions. He proposed an increase in
authority for the chairman of the
Joint Chiefs of Staff with consoli
dation of planning under him.
Eisenhower declared an inten
tion to fight for his proposals, and
already he has taken what for him
is the unusual course of labeling
as nonsense opposition statements
made by .Chairman Vinson (D-
Ga) of the House Armed Services
Committee and other critics.
Although Congress has yet to
probe the extent of changes sug
gested by Eisenhower, party lines
seem likely to be forgotten in -the
battle over the program.
