Representatives of farm, labor
and public power groups pleaded
here Wednesday niRht for a fed
eral high dam in Hells Canyon as
a means of providing more power
to create much-needed employ
ment in Oregon.
But Idaho Power Co., which
has a Federal Power Commis
sion license to build three low
clams in the canyon on the Snake
lliver, countered that these pro
jects would produce almost as
much power as a high dam, and
do it much more quickly.
The hearing was before the
Senate State and Federal Affairs
Committee, which is considering
a house-passed memorial asking
Congress to appropriate funds to
huild the high dam. It would
1 flood nut the sites of the three
low dams, one of which is under
construction.
Elmer McClure, master of the
Oregon State Grange, declared
that the difference in power out
put between the high dalrfand
the low dams would mean 70,000
additional jobs.
However, Robert F. Ball, Boise,
argued that the high dam would
produce 785,000 kilowatts of de
pendable power, compared with
767,000 by the lower dams.
Cost Cited
He said the high dam would
ttost 399 million dollars, and the
low dms 133 millions.
"So," Ball said, "for only, an
jctri 18,000 kilowatts you would1
spend an extra quarter of a bil-,-
lion dollars of public funds. In
nur three low dams, the public
.isn't asked to contribute any mon
ey, and the company would pay
' 10 million dollars a year in taxes,
including one million to" the state
of Oregon."
James T. Marr, secretary of the
National Hells Canyon Assn. and
executive secretary of the AKL
CIO State Labor Council, said the
. company is acting illegally in
building the low dams without
a stat license. It applied for a
license from the State Hydro
electric Commission, which hasn't
acted.
Marr said that his aaociatlon
appealed last week to the U. S.
Supreme Coot from a federal cir
cuit court order which upheld the
"granting of the FPC license for
" the low dams.
He said it s time that the states
of Washington and Oregon fi-
commlssion does recommend the
proposal to these bodies.
The proposal, as presented by
planning technician' David Baker,
would generally organize Salem
street names so that named streets
would run east and west and num
bered avenues would run north
and south.
The street naming plan would
be related to efforts already un
derway to simplify addresses in
the Salem area, which include
geoeraohic prefixes 'and a new
house numbering grid approved by
me city.
The grid system Is designed so
that outlying areas can be in
cluded in the naming program if
they so desire, Baker pointed out.
Areas which the program could
cover include South Salem, Four
Corners, Kcizer District, Aums
villc, Brooks and Turner,

Commission members requested
Baker to prepare a grid system
to include street names in the
West Salem area. Members failed
to reach agreement on whether
Salem street names should be
continued across the river into
West Salem if it were included
under the program.
Baker estimated that some 30
or 40 street names would be
changed in the area lying two or
three miles outside of the city
limits.
The grid plan provides for 26-
blnck alphabetical listing of street
names in. these areas. The first
I block north of Kcizer would be
mimed alphabetically for rivers of
the world, then a block named
.after mountains, and the final list
ing after noted Americans.
Names Suggested
The area south of Boone Road
would be named for cities in the,
first 26-hlock area, colleges in the
second, and women's first names
in the final block.
Verne McMullen requested that
the commission attempt to coin
pile an alphabetical listing of
names of Marion County pioneers
to substitute for one of these,
blocks. ' I
Under the proposed plan, the
boundary streets for geographic
prefixes would retain their names
but ,the designation would be
changed , to boulevard. These in
clude Liberty Road. N. River 1
Road, and part of Commercial
Street. The boulevard designation
also would apply to major artcr-
lals on -the county development
plan.

fares would use the designation of
Terrace. Drive or Way.
In presenting the proposal, Bak
er pointed out that the street name
grid would prove advantageous
and convenient to tourists, would
decrease cost of delivery and
other service to area residents.

Mideast Plan
Threatened

jority Leader Johnson D-Tex)
threatened late today to force a
quick Senate vote on the Middle
Fast resolution- unless senators
start showing up on the floor to
debate it.
The Senate was virtually de
serted at times today.
"We are not going to dilly-dally
on a matter of this importance,
Johnson declared.
He said he didn't want to be
lecturing his colleagues but that
he was prepared to vote on the
big policy issue at any time and
if senators continued to absent
themselves the resolution will be
acted on.
The Senate has set aside about
two weeks to debate President Ei
senhower's program.
