College Trains
Union Leaders
By HERB THOMPSON
ANNAPOLIS. M., Oct. IB -
Some of the uvelist labor talk tn
America today Is going on in a
babel of foreign voices each week
day at St. John's College, one of
the nation i oldest liberal arts
schools.
- At the college's International
Labor Center here, trade union
leaders from around the globe are
exploring such matters as the
guaranteed annual wage, the AFL-
CIO merger, social security and
the Taft-Hartley Act. .-.
. It's part of a program to ac
quaint them with American soci
ety, trade unions, collective bar
gaining processes and labor laws
before they set out on a tour of
,th nations cities and industries.
Specialists Usei
Their Instructors are members
jet the St. John's faculty and spe
cialists from the fields of labor,
Industry and government.
The program is sponsored by
-the International Cooperation Ad
ministration as part of its lectin!
cat exchange program. Its admin
istrators regard it as an import
ant wedge in the . global battle
against communism. . "
The labor program has grown
Iro.it a small start 1b 1952 until it
now includes most of the non-
communist world. In the past
year, 624 trade union and govern
ment labor officUs from 40 coun
tries streamed through the historic
college, founded in 1696, for brief
ings ranging from one week to
two months. ; . ,
With Emoaaiia
. Seated around separate tables
ith earphones clamped to their
beads, the conferees listen . to an
Interpreter translate what a St.
John's professor is saying. ,
I Jotting Botes as he talks, they
are ready with a barrage of ques
tions when he finbhes. The dis
cussion is spirited. The questions
frequently are tied In with some
problem confronting a labor lead
er in his homeland. But a good bit
of the course deals with the his
tory and development of American
unions with a heavy emphasis on
methods by - which- U.S. onions
have resisted communism; v"
"The bask aim A this program
)s to encourage working peoples of
the world to organize and main
tain free, democratic trade unions
to combat communism," says
John T. Dohert.', the school's 28-
, year-old director. - '
"Labor groups are the first tar
get of Communists In trying to
take over a country. It's in Amer
ica's interest to have strong trade
unions abroad to resist such to-
. filtration." ,f:.Z,
