II -Sec-retary of Labor Mitchell said to night Democratic presidential nominee Adlai Stevenson has en gaged in "hypocritical talk and half truths" in campaign speeches oo labor topics. Mitchell made the statement in a talk prepared for the 50th an niversary dinner of the National Industrial Advertisers Assn. He remarked that advertisers have "a particularly high regard for the truth, because you realize peo ple can't be fooled easily, at least not for very long." Sharp Criticism Mitchell then launched into a sharp criticism of Stevenson's speeches, saying many of his campaign statements "have con tained half truths and false im plications. "They have,' I fear, been mo tivated more by political ambi -tion than by a true desire to en lighten the American people," Mitchell said. Mitchell referred to Stevenson's speech at Hartford. Conn., in which he spoke of "the current creeping price inflation" under Eisenhower's administration. The government living cost index re cently has hit new highs. Mitchell's Answer Mitchell's answer was that liv ing costs during the Eisenhower administration had risen only 2.7 per cent, but that under the Tru man administration they rose "over 50 per cent, and almost 11 per cent during Truman's last four years." Mitchell said Stevenson "is promising what the Eisenhower ! aaminisjraiion nas aireoay ac complished.'' Bank President, Handcart Carry Million Dollars LANCASTER. Tex. A million dollars in cash and negotiatable securities was on the handcart. The handcart puller was none other than John O. McShan, presi dent of the First National Bank. The bank was moving to new quar ters. Several disinterested - appearing persons were lounging around the square. Their looks were deceiv ing. They were plainclothes police men and were much interested in the safety of the handcart. McShan and officers believed the quiet transfer of the fortune was better for safety than an obviously guarded operation. Water Runoff of Columbia Gains PORTLAND, Sept. Traffic Ticket Plan Helping Willi Children DETROIT (INSI-Public safety officers in suburban Oar- Park, M ch., have instituted a plan to give children traffic tickets and so far, the plan has been 100 per cent ef'-ctive. In one recent month 115 tickets were issued to youngsters for jaywtlking, running from be tween parked cars, playing ball in the street and riding bikes across busy intersections. Juvenile ''ficer Richard D. Drainville said, "before we started the scheme, children were hurt in accidents on an average of twice weekly, Since the tickets there haven't been any mishaps." Any child who receives a ticket must take it to his parents who are required to sign it and mail it to the police department. Drain ville explained: "This has a two-fold purpose. Both the child and his parents be come av are of his safety habits away from home. And we on the depurtirient can find where the trouble areas are and correct them." After a child receives three such tickets, the parents are called in. "This isn't done to embarrass anyone," Drainville added, "b u t it sure helps to straighten out the child." Parents seem to like the idea. One mother wrote t h e depart ment: "I've been telling him time and time again not to ride double. But police caught him riding a girl double and he has learned his lesson. I think it's wonderful." Another letter said: "My son was pretty safety con scious at home. 1 was rurprised to find out how he acts away from home." But in Texarkana, Tex., and Clay, Ky., two other spots where disorders flared up over the issue, the all-white status of schools in volved was being maintained. Clinton, Tenn., high school saw attendance climb to 590, the high est since disorders broke out after the school, by federal court order, enrolled 12 Negroea. The rchool has a total enrollment of 770 and Principal D. J. Brittain Jr., said normal absenteeism is about 50 a day. In a new Tennessee court ac tion, the Tennessee Federation for Constitutional Government iked the State Supreme Court to rehear a request for an injunction to halt integration in Clinton. The ori'ginal request was denied Sept. 1 by the state court on the ground that the U.S. Supreme Court ruling "fore closed" the case. In Sturgis. Ky., seven Negroes and about 250 white children re ported at the high school. Only about SO white children attended Monday. The crowd of townspeople, which had been ringing the school, dwindled to aboui at the highest point Tuesday" and most of the National Guardsmen on duty marched off to their camp after school started.
