EUGENE (ft The appeal of
twe suspended members of the
Eugene Fire Department will be
heard by the city civil service
commission Tuesday.
Attorney Charles Porter, who
will represent Capl. Fred O'Sulli
van and Engineman Patrick
Flynn, said he would call about
a dozen witnesses.
The firemen received 60-day dis
ciplinary suspensions by City Man
ager Robert Finlayson for talking
to a' news reporter last spring.
Both are officers of the local chap
ter of the AFL-CIO Firefighters
Assn.

and India, reflectine. the views of
West and East, railed on Egypt
Monday night to accept some form
of foreign participation in the fu
ture operation of Ine Sues Canal.
They submitted rival plans to the
22-nation Sues conference here
which differed In many respecU
but had this idea in common:
Egypt should give up her stand
for unfettered control of the water
way linking Europe, Asia and
Africa.
There was one vital difference
between the two. .
The United Sta'esVmainly with
European backing asked for an
international board to operate the
canal. Egypt, although a member,
would have to bow to its ruling.
India with mainly eastern back
ingsought a two-tier system of
control. Egypt would run the
canal, but take advice from an
international group representing
user-interests on such matters as
financing and devolpment.
V. K. Krishna Menon, top for
eign policy adviser to Prime Min
ister Nehru, presented the Indian
plan. Then Secretary of State
Dulles put forward that of the
west.
The conference, now In Ms cru
cial stage, la expected to express
its opinion on the two schemes to
morrow. -But as Dulles said in a speech
accompanying his plan:
"There are some things that this
conference is not. It is not a con
ference to take dec'fions binding
those who do not agree. Our ef
fectiveness grows as we show
agreement, and sureiy we should
seek that. But no majority how
ever large can biad a minority
however small.
"This is not a conference to ne
gotiate with Egypt for Egypt is not
here. If Egypt had accepted the
Invitation to attend, then the con
ference might have assumed a dif
ferent aspect ...
"This is not a conference through
which to deliver any kind of ulti
