denied Sabri was coming as a con
ference observer but would - not
say what his purpose was. The

with Prime Minister Eden at
Eden's house, 10 Downing St. He
also saw Foreign Secretary Sel
wyn Lloyd. British sources re
ported "complete Anglo-American
agreement."
French" bfficials said Dulles,
Lloyd and Pineau were following
a preconceived plan to line up
other countries behind big three
proposals for a settlement.
The British were working on the
Scandinavian and Commonwealth
countries, and the French on West
Germany and Italy.
International Status
Dulles, the informants said, set
out at least to "neutralize" the
Russians. The Soviet Union sup
ports Egypt's nationalization of
the canal. But it also has recog
nized the waterway's international
status and emphasized it would
like to see the argument settled
by negotiation.
At the same time, informed
Moscow sources have said Shepi
lov1 would try at the very start to
get the conference adjourned to
some other city and enlarged to
take in all 45 countries that use
the canal,
Nasser made a similar proposal
Sunday. He did so in announcing
that Egypt, like Greece, was turn
ing down an invitation to the Lon
don conference.
