Presbyterians Didn't Mean Criticism ' PORTLAND i The Presby terian Synod of Oregon meant no real criticism ef rural legislators in a resolution adopted at a meet ing here this week. Dr. Paul N. Poling uid Thurs day the Synod did not adopt a resolution saying that the legisla tors were "bribed into silence" to support horse and dog race gam bling because revenue from it helps to finance county fairs and agriculture exhibits. Poling, who Is chairman of the Synod's social education and ac tion committee, uid the reference to bribery wu In the original draft of a committee report distributed to members but wu left out of the final draft. Dr. Poling uld the criticism was directed at assignment of betting revenues to county fairs. Drivers were listed as Margaret Shirley Stephens, Route 2, Box 61, Dayton, and Melvln Gene Scofield. 22C7 Shelton St. Mrs. Stephens was arrested on charges of failure to yield right of way to a motor vehicle and no operator's license on her person, police uid. She posted bail of $15. Montana Man Held in Court A Montana man was arrested by city police Thursday evening on a charge of obtaining money by false pretenses, officers re ported. Police listed the man as Ter rance L. Moore, Powell, Mont. The arrest was made in the 200 block of North Liberty Street on a dis trict court warrant. Bail was set at $1,500 by Judge Val D. Sloper. Knapp Named Chairman of School Board (Story also ea page 1) Gardner Knapp, leader in Sa lem education activities for many years, Thursday was elected to serve his second term as chair man of the Salem School Board. Knapp, in rotation of the di rector longest on the board in the five-year cycle, succeeds Har ry Scott who was recently re elected to a new five-year term. Because of the death of Mrs. Faye Wright, however, Knapp will serve two years instead of the usual one. The him term will apply to Ray Cates who mqved automat ically into the vice chairman' roll. In other board organisation for 195047, Connell Ward was re elected clerk and his bond of $50,000 approved. The firm of DeArmond and Sherman was se lected as attorneys for the dis trict Five Committees 'Knapp announced memberships on five standing committees for the board. They sre Mrs. Edith Brydon and Ray Cates, buildings and grounds; Scott and M, E. (Gus) Moore, transportation; Moore and Mrs. Brydon, recrea tion; Cates and Scott, Insurance; and all members, supplies. First mentioned will serve as chairmen. In the last of two-a-month scheduled meetings for the sum mer, the board disposed of a wide variety of items. The board will hold only one meeting in each of July and August. Pay Increases for substitute teachers were boosted in board action, setting $18 87 s day for non-degree teachers, $1833 for bachelor degree and $20 for mas ters. On other financial problems the board faced up to the cost of operating Halls Ferry School which It had not included in the regular budget by shifting $6,789 from the emergency budget to add to a transfer of $4,030 from Rosedale School. The board earlier decided to dose Halls Ferry and transfer the pupils to Rosedale, but citi zens protests brought about a re versal of the decision. New Teachers Five new teachers were chosen for next year and resignations of three others accepted. Elected were Miss Shlrla Kaye Archibald, Boulder, Colo., Mrs. Lou Helen Gadway, Oceanlake, and Mrs. Jacqueline Grubb, Mrs. Vian Hoop er and Mrs. Arlene Norman, all of Salem. Resigning were Marion R. Davis, who has been on leave of absence from woodworking in struction at North High, Mrs. Jill Gooding, third grade teacher at Highland, and Mrs. Mary Lou Nicholson, lirst three grades of Brush College. In other action the board: Voted to pay a flat $200 for per sons driving school buses from factories in Michigan to Salem. Heard a report from Superinten dent Walter Snyder that school additions at Washington, Four Corners, Morningside and Middle Grove were on schedule and could be expected complete by mid August. Authorized the building and grounds committee to open bids and award contracts for tile on July 12 ahead of the July 19 regu lar meeting of the board. The Democratic majority report favors the proposed federal proj ect, saying the licensing by the FPC of three dams planned by the Idaho Power Co., "clearly In fringes" on the rights of Congress. The Republican minority report says the FPC decided the three dam plan was best and the legal ity of Idaho Power's construction license Is being tested in the court of appeals. The Senate Democratic policy committee plans to call the Hells Canyon authorization bill up for Senate debate In about two weeks. An Identical measure is expect ed to be brought up in the House this session in the hope of getting through Congress legislation which would have the effect of cancelling Idaho Power's license. Controversy over VHF Channel 3. Salem's only VHF allotment by the Federal Communications Com mission, began from its original grant to this city. It was sought both by KSLM and KGAE. Sub sequently, KGAE withdrew and KSLM was given a construction Proiit. La engineering surveys, how- ver. showed the Eola Hills site first selected for the tower was not suitable. KSLM said, and for the last two years the station has been attempting to obtain FCC approval of a site east of Molalla. It has been held up by FCC ob jection on the basis that the Molalla site provides a beam over lapping with a Washington sta tion's. The more recent controversy over Channel S arose when KSLM announced it was disposing of its right to the channel to KPTV, which operates UHF Channel 27 tn in Portland. Reported price was around $27,000. The sale was understood to be contingent upon KPTV's owners, the Storer Broadcasting Company, getting permission to control more than the number of VHF stations than regulations now permit. It al ready owns five. In the meantime, however, objections were raised to having Salem's only VHF chan nel go to Portland even if the FCC relaxed its regulations and permitted the Storer Company more VHF channels. KPTV's new move Thursday in which it proposed to move its main offices to Salem, apparently was aimed to overcome objections to having the Channel moved to Port land, but whether it could still overcome the FCC rule against owning too many VHF Channels has not beeen announced. Police reported two Injured men were hospitalised. Two loaded Navy ammunition ships moored nearby were moved while all fire equipment in the southern area of the city fought the three alarm fire. Several men were trapped for a time in a machine shop ware house in the Pier 64 area, but fire department spokesmen said they escaped without harm. Flames shot 400 feet into the air from fire that enveloped Pier 64. The fire snaked along oil lines under the pier.
