Conduct Asked Arens asked whether Willcox stood up "like a red-blooded Amer ican" and fought for the U.S. view point. Willcox said none of the 15 Amer icans at the conference did. this. He said he had hoped that there would be more prominent Americans there, so they could speak up as "responsible" persons. Willcox also said he viewed Red China's achievements as "magnifi cent." Rep. It ii one of the major items of legislative business, this year, and ii considered certain to be passed in some form before final adjourn ment. As passed by the House last year, the bill carried two major new benefits. It-would lower the Social Security retirement age for all women from 65 to 62, and establish a' new program of dis ability benefits for persons totally disabled at age 50 or higher. in addition, It would raise the Social Security tax 44 per cent each on the employer and employe to finance the new provisions. But the Eisenhower Administra tion opposed both benefits, largely because of the cost, and the Senate Finance Committee altered the bill in line with the Administration views. It knocked out the disability pro gram entirely, and made the 62 retirement age available only to widows. A fifiht has been predicted on the Senate floor to restore both House provisions in full. Both versions of the measure make many other minor changes in the 20-year-old Social Security laws. However, they do not change the basic requirements in present law for coverage to he eligible for Sotial Security benefits. These ranee from a minimum of six months to a maximum of 10 years.
