In a narrow margin finish there. Stevenson won 22 of Florida's 28 convention votes. He seemed to have put Kefauver on the ropes in their dramatic battle for top place in contention for the party nomi nation. Expects Rally If Kefauver was down. Stevenson made (t clear he expects his rival to stage a desperate, no-blows-barred rally for California's criti cal 88 nominating votes in next Tueday's winner-take-all primary. Stevenson, who previously has complained about what he called Kefauver's "personal attacks" on him In Florida, revived that issue In his swing through the Napa and Sonoma valleys today. Stevenson told a Memorial Day crowd of about 600 veterans and townspeople at the State Veterans Hospital In Yountville that by con trast he had tried to "talk sense" to the voters. Fennels Deflaed The Senate proposes to follow the present law and distribute the money under a formula giving two thirds weight to the population of a state, one-sixth to its area and one-sixth to Ka rural road mileage. Under, the house plan the money would be allotted according to the needs of the states as already re ported to the Federal Bureau of Public Roads. Sen. Gore 'D-Tenni. sponsor of the Senate bill, said he was cer tain the conferees would agree to launch the program under the Senate formula. Readjustment Due . He said the compromise bill might Include provision for a re study by the roads bureau five years hence to determine the ac tual needs of the states In com plete their share of the roadbuild ing. Congress could readjust the formula in line with the bureau's findings, he added. Sen. Francis Case (R-SD), senior Republican on the Senate roads committee headed by Gore, said he also expects that the Senate formula will be used at the start. But he said some way would have to be found to shift the program ultimately to a sound "needs" basis. Boosts Approved . Both House and Senate have approved tax Increases totaling more than 14 billion dollars over a 16 year period to help pay for the highways. ' There would be a penny hike in the present federal gasoline tax of two cents a gallon to raise most of the new money, and increases in the levies on tires, tread rub ber, diesel fuel, trucks, buses and trailers. The public roads bureau esti mated these would cost the typical car owner $8.60 a year.
