Hells Canyon Showdown Chances Gain Slatpsman, Salem, Ore., Thuri.'May 17, 156 (Secl)-3 5 By A. ROBERT SMITH Statesman Correspondent WASHINGTON Two new de velopments in Congress thii week improved the prospects of the federal Hells Canyon dam bill be in x brought to a showdown rote in both House and Senate. Bills authorizing the project have been jammed up in the In terior committee of House and Senate since last year because sponsors of the legislation have been unable to muster enough rotes from committee members to bring it up for debate. A Republican' con gressman, Rep. J. Edgar Chenoweth of Col orado, is telling friends that he has decided to vote for the Hells . Canyon hill a move th. t would break the solid line of Republi can opposition that heretofore has kept the bill tied up in com mittee. Chenoweth's vote appears to gne sponsors of the bill a safe margin in the House Interior Committee, where Democrats hold 16 seats and Republicans 13 seats. Up to now two southern Democrats have indicated they would side with the 13 GOP members, giving opponents a 15- 14 voting lineup that would slop the Hells ( anvon bill. By switching over to support it, Chenoweth would reverse the situation and give supporters of the bill a 15-14 vote, enough to dear it from the committee. Seeks Demo Support Chenoweth's reason for decid ing to support the high dam in Hells Canyon, where Idaho Pow er Co. hopes to construct three -smaller projects, is a pragmatic" I one. By doing this he expects to win Democratic support for a controversial reclamation project that is the biggest thing in his southeastern Colorado district. It is the Fryingpan project on tlie Arkansas River, which is tied up by the Democrats in the House Rules Committee. The logrolling arrangement be tween this Republican and Dem ocratic sponsors of Hells Canyon ' recalls how midwestern sponsors j of the St. Lawrence Seaway sev- j eral years ago picked up western I votes by promising to support pending reclamation bills, such as the Upper Colorado project. Today both the St. Lawrence and Colorado projects have been en acted by Congress a tribute to the success of veteran legislators to scratch the riuht hacks in or der to gain favorable action on controversial legislation. Plan to Move Long The development in the Senate is the backstage plan to awitcb Sen. Russell B. Long (D-La.) from the Interior Committee, where he has said he would op pose Hells Canyon, to the For eign Relations Committee, where a vacancy now exists due to the recent death of Sen. Alben W. Barkley (D-Ky.). It is thought that Barkley's successor, named by Kentucky will be placed on the Interior Gov A. B. (Happv) Chandler, Committee, unless another Demo crat meanwhile asks for the seat no held by Long. Seeking Margin Backers of the Hells Canyon hill are hopeful this switch will provide them with a one-vote margin sufficient to pull the bill out on the Senate floor for de bate and a showdowi in the corn- ins weeks With Long on the Interior Committee, the voting lineup has been 8 7 against he bill. Thii , consisted of Long voting with the j seven Republicans on the com mittee to block its approval, while the remaining seven Democrats favored the bill. Among the committee members involved in this critical lineup are two from the Northwest who are support ers of the high dam. Sen. Henry I M .lackson (D-Wash.) and Sen. I Richard L.
