Stock Market Rises Sharply NEW YORK v-The stock mar ket rallied smartly Tuesday from a severeearly decline and man aged to close only moderately lower. The Associated Press average of 60 stocks was down 90 cents at $184 80. The industrial component of the average was off $1.30, rails were down $1.00, and utilities were off 10 cents. ' The list wasn't particularly broad with 1.189 individual issues traded of which 286 were higher and 662 lower. Only seven stocks managed new highs for the year while 112 slipped to new lows. Volume came to 2,650.000 shares as compared with 2,440.000 shares traded Monday.
