U. S. Senators Cancel Pelton Dam Permit

Rollin E. Bowlei. president of
the Oregon Izaak Walton League,
appeared before Senate Com
merce subcommittee considering a
bill to revoke the Federal Power
Commission'! license to Portland
General Electric Co. for construc
tion of the dam.
The license, opposed by the
Oregon Fish and Game Commie
sions. was upheld by the Supreme
Court In a case which attracted

The court held the Power Com
mission was within its authority
to issue the license Inasmuch as
the dam would be on federal land
reserved as a power site. Because
of this, the court said, state law
would not prevail.
Bowles, however, emphasized
that a regulating dam to be built
to level out water level fluctuations
caused by Pelton's operations
would be on state land over which
the federal government has oo
Jurisdiction.
He said the Deschutes River is
one of the lower Columbia tribu
taries which Army engineers have
recommended be reserved for fish
production. He cited an estimate
that the river can be made to pro
duce not less than 20 per cent of
the Columbia River's spring Chi
nook salmon run.
