shortage last year in Oregon dur
ing the lumbering season as an

"Railroads are going to send
their cars where they have com
petition,' he said. "Western
Washington has plenty of cars
while Western Oregon has had
three 'famines' since 1950." -
He expressed regret, at the de
cline in Willamette River barge
traffic which he blamed on re
duced rail rates. He indicated
measures to prevent reductions
in rail rates to take traffic from
barges would be desirable. "The
inherent advantage of water
traffic in some industries should
be capitalized," he said.

The report was from Steve Stahl,
coordinator of the National Con
ference of State Taxpayer Execu
tives. Stahl spoke at the annual
meeting of the conference, which
opened Monday.
Stahl, who is executive vice pres
ident of the Oklahoma Public Ex
penditures louncil. said the white
House Conference on Education
last November was "rigged" in
favor of educator group's favoring
federal monetary aid to state and
local educational authorities.
, He opposed any federal aid to
education because, he said, most
states are in better position to fi
nance their educational needs than
is the federal government and be
cause, in his opinion, federal aid
would lead to federal control of
education.

Coroner Finds
KLAMATH FALLS l - An ex-
convict whose body was found at
the bottom of an embankment be
side Highway 97 a mile north of
Kiamatn f alls Saturday had been
shot. Dr. George H. Adler, county
coroner, said Monday night.
He said an autopsy showed frag
ments of a bullet in the brain of
Edison Duffy, 50, Beatty, Ore.,
alias Edison Tupper.
The body was badly bruised and
Adler said he apparently had been
shot elsewhere and dumped from
a car. Police, who have been in
vestigating since two boys discov
ered the body, had no clues.
