plied provisions of the federal pow
er law; violated legal rules of prac
tice and procedure; erred in deny
ing a motion to dismiss Idaho Pow
er Company's license applications;
made findings and conclusions
which are unreasonable, arbitrary
and unsupported by substantial evidence.
