Except for certain project not Included, Republicans were unani mous In their support. Even Demo crats, normally critical of adminis tration proposals for regional resource development, said the proposals were more acceptable than in past years. Sen. AVarren C. Magnuson D Wash) said the budget as it ap plied to the Northwest was "more realistic. . .but still inadequate in many re?pects." Rep'. Don Magnuson (D-Wash) also termed the requests "gener ally favorable" but suggested they may have been made so "under the pressure of a presidential cam paign year." Both Magnusons, each a member of his chamber's appropriations committee, criticized as too low the Administration request of S million dollars for Ire Harbor dam and $13,550,000 for Columbia basin work. Partnership Plaa The senator also questioned the President's reference to appropri-; ations to be sought for John Day , and Brace's Eddy dams if partner-; ship legislation is passed for their ' construction jointly by the federal government and local interests. "If it endorses the present ad ministration proposal," Magnuson j aaid, "it .would result in power so expensive it would be of little use to the Pacific Northwest." j Sen. Morse (D-Ore) said the bud-1 get "contains a clear pattern. " I "Where construction has been' begun because of the appropri-1 ations made by Congress last year, the Administration hu recommen ded substantial funds, although not enough in the case of Cougar and Hills Creek. SUrratlwi Plaa" "Where only planning has been begun, the Administration is con tinuing its starvation plan in an effort to advance the partnership scheme. This is the case at John Day and Green Peter White' bridge." Morse said he had been advised by Army engineers that the lump sum request for dam planning in-, ciuaes iwo.ooo tor John Day flam and $100,000 for planning on Green Peter-White bridge project. Both requests, he laid, are "grossly in adequate.", . Rep. Coon (R-Ore), however, said request for various North west projects "shows the President is awart of our problems and needs." Rep. Horan (R-Wash), a mem ber of the House Appropriations Committee which now goes to work on the apending program, praised balancing of the budget. Commends Action "It's a commendable achieve ment in the face of so many state ments that It couldn't be done," he declared. Rep. Ellsworth (R-Ore) said, "in general, I like everything he put In my only regret to that we couldn't have a start on several! other authorized navigation pre .Jecta along the Oregon coast." He aaid the $2,400,000 asked for the Talent irrigation project should get well under way a project which will be "a lifesaver to the eco nomy of Southern Oregon." And money asked for Hills Creek dam, he said, "will mean good progress on that project to prevent such flood disasters as occurred in the Oakridge area." Strongly Critical Sen. N'euberger ID-Ore) was strongly critical of the President's suggestion that Brace's Eddy dam be built under partnership proce dures. "Thus we tee the Hells Canyon chickens at last coming home to roost," he declared. "Action by Secretary McKay has forced loss of the great Hells Can yon site, where no fisheries or recreational values are at-stake. Now, to recover the nearly I mil- lion -acre-feet of storage surren dered at Hells Canyon, the Admin istration is bearing out the warn ings which I voiced early in 1955 that an attempt would be made to block the Clearwater River to recover this lost storage." Feeding Greases He said Brace's Eddy would . flood out valuable elk feeding grounds in the Bitterroof foothills, choke off steelhead trout migration , and establish a precedent for later building of Penny Cliffs dam which he said would be "even more des- . tractive" of scenic and wildlife , "assets."
